Driving Licence Not Received After Approval โ€” How to Fix

Your driving licence application was approved, you passed the test, but the physical smart card DL hasn't arrived at your address. This is a common problem across India, especially after states moved to centralized smart card printing.

This guide explains how to track your DL dispatch, find out why it's delayed, and what to do if it's lost or never dispatched.

How Is a Driving Licence Delivered?

After your DL application is approved at the RTO:

  1. Your data is sent to a centralized smart card printing facility (state-level)
  2. The smart card DL is printed and dispatched via Speed Post
  3. It's delivered to the address mentioned in your application

The entire process typically takes 15-30 days after approval, but delays of 1-3 months are common.

Important: Your DL is valid from the date of approval, not from the date you receive the physical card. You can download a digital DL from the DigiLocker app or mParivahan app and use it as a valid licence in the meantime.

Step 1: Check Your DL Application Status Online

  1. Go to Sarathi Parivahan Portal
  2. Select your state
  3. Click Application Status under DL Services
  4. Enter your Application Number and Date of Birth
  5. Enter the captcha and click Submit

The status will show one of these:

Status Meaning
Approved DL approved, pending dispatch
Dispatched Smart card printed and sent via Speed Post
Delivered Speed Post shows delivered at your address
Pending at RTO Still being processed at RTO level
Under Print Sent to printing facility, not yet dispatched

If the status shows "Dispatched", you'll see a Speed Post tracking number.

Step 2: Track Speed Post Delivery

Once you have the Speed Post tracking number:

  1. Go to India Post Tracking
  2. Enter the Speed Post article number
  3. Click Track

Common Speed Post issues:

  • "Returned to sender" โ€” Your address was incomplete or you weren't available for delivery
  • "Out for delivery" โ€” Should arrive that day
  • Stuck at a post office โ€” Visit your local post office with ID proof to collect it

Step 3: Contact Your RTO If Not Dispatched

If the status still shows "Approved" or "Under Print" after 30 days, contact your RTO:

How to Contact RTO

  1. Visit in person โ€” Go to the RTO where you applied, bring your application receipt and ID proof
  2. Call the RTO โ€” Find your RTO's phone number on Parivahan Portal under "RTO Contact Details"
  3. Email โ€” Some RTOs accept queries via email (check your state transport department website)

What to Ask

  • Has the DL been sent for printing?
  • What is the Speed Post tracking number?
  • Is there any issue holding up the dispatch?

Step 4: Use Digital DL While Waiting

You don't need to carry the physical smart card. A digital driving licence is legally valid under the Motor Vehicles (Amendment) Act, 2019.

Download from DigiLocker

  1. Open DigiLocker app or website
  2. Login with Aadhaar
  3. Go to Issued Documents โ†’ Ministry of Road Transport
  4. Search for Driving Licence
  5. Enter your DL number and date of birth
  6. Download โ€” this is legally valid

Download from mParivahan App

  1. Install mParivahan from Play Store/App Store
  2. Add your DL using DL number and date of birth
  3. Your virtual DL with QR code is available offline

See our DigiLocker guide for detailed steps.

Step 5: Apply for Duplicate DL If Lost in Transit

If Speed Post shows "Delivered" but you never received it, or if the DL was lost in transit:

  1. Go to Sarathi Portal
  2. Select your state
  3. Choose Duplicate Driving Licence
  4. Login with your DL number or application number
  5. Fill in the application form
  6. Upload documents:
    • Passport-size photograph
    • Proof of address
    • Self-declaration that original DL was not received/lost
  7. Pay the fee (varies by state, typically โ‚น200-โ‚น500)
  8. Book an appointment at your RTO if required
  9. Submit and track the new dispatch

Documents Required

  • Original DL application receipt
  • Aadhaar card (for address and identity proof)
  • Passport-size photos (2)
  • FIR copy (if you believe it was stolen โ€” optional for lost-in-transit cases)
  • Fee payment receipt

State-Specific Delays and Solutions

DL delivery times vary significantly by state:

State Typical Delivery Time Common Issue
Maharashtra 15-30 days Centralized printing in Mumbai
Karnataka 20-45 days Batch processing delays
Tamil Nadu 15-25 days Generally faster
Uttar Pradesh 30-60 days High volume of applications
Delhi 15-30 days Relatively efficient
Kerala 20-40 days Occasional printing backlogs

File a Grievance If Nothing Works

Parivahan Grievance Portal

  1. Go to Parivahan Portal
  2. Look for Grievance/Feedback section
  3. Submit your complaint with application number and details

State Transport Department

Contact your state's transport commissioner office. Details are available on your state transport department website.

CPGRAMS

For unresolved cases, file on CPGRAMS under Ministry of Road Transport and Highways.

Important Tips

  1. Save your application receipt โ€” You'll need the application number for all tracking and follow-ups
  2. Keep your address updated โ€” If you move before receiving the DL, update your address at the RTO immediately
  3. Use digital DL โ€” It's 100% legally valid; don't worry about the physical card for daily use
  4. Don't pay agents โ€” Some unofficial agents offer to "speed up" delivery โ€” this is unnecessary and often a scam
  5. Check Speed Post at local post office โ€” Sometimes the postman can't find your address; the DL may be sitting at the post office

Frequently Asked Questions

How long does it take to receive a driving licence after approval?

Typically 15-30 days, but it can take up to 60 days in some states due to centralized printing and postal delays.

Is a digital driving licence valid in India?

Yes. Under the Motor Vehicles (Amendment) Act, 2019, digital DL from DigiLocker or mParivahan is legally valid and must be accepted by traffic police.

Can I drive with just the DL receipt before receiving the card?

The approval confirmation along with a digital DL from DigiLocker/mParivahan is sufficient. The paper receipt alone may not be accepted everywhere.

What if Speed Post shows "delivered" but I didn't receive it?

Visit your local post office with your tracking number. If they confirm delivery, apply for a duplicate DL on the Sarathi portal.

How much does a duplicate driving licence cost?

Fees vary by state, typically โ‚น200-โ‚น500 plus Smart Card fee.

Can I collect the DL directly from the RTO?

Some states allow this. Visit your RTO and ask if you can collect it in person instead of waiting for Speed Post.

What is the Speed Post tracking format for DL dispatch?

It's a 13-character alphanumeric code (e.g., EM123456789IN). You'll find it on the Sarathi application status page.
