What is the National Food Security Act (NFSA)?

The National Food Security Act, 2013 is a landmark law enacted by the Government of India to provide subsidised food grains to approximately two-thirds of the country's population. Under NFSA, eligible households receive 5 kg of food grain per person per month at highly subsidised prices — ₹3/kg for rice, ₹2/kg for wheat, and ₹1/kg for coarse grains.

The Act covers up to 75% of the rural population and 50% of the urban population, making it one of the largest food security programmes in the world. It also provides special provisions for pregnant women, lactating mothers, and children aged 6 months to 14 years.

Who is Eligible?

Eligibility under NFSA is determined by state governments based on specific criteria. There are two main categories:

Priority Households (PHH)

  • Identified by state governments based on socio-economic criteria
  • Each member receives 5 kg of food grain per month
  • Criteria vary by state but generally include low-income families

Antyodaya Anna Yojana (AAY) Households

  • The poorest of the poor families
  • Each household receives 35 kg of food grain per month (regardless of family size)
  • Includes: widows, terminally ill persons, disabled persons, primitive tribal households, landless agricultural labourers, and destitute households

Special Entitlements

  • Pregnant women and lactating mothers: Free meal during pregnancy and 6 months after delivery, plus maternity benefit of ₹6,000
  • Children (6 months–6 years): Free meal through Anganwadi centres

Step-by-Step Process

Online Process

  1. Visit your state's food and civil supplies portal (e.g., epds.nic.in or state-specific portal)
  2. Select "Apply for New Ration Card" or "NFSA Application"
  3. Fill in family details — head of household name, address, income, family members
  4. Upload scanned copies of required documents
  5. Submit the application and note down the reference number
  6. Track application status online using the reference number
  7. Once approved, collect the ration card from your nearest Fair Price Shop (FPS) or download the e-ration card

Offline Process

  1. Visit your nearest Tehsil office, Block Development Office, or Food & Civil Supplies Department
  2. Collect the ration card application form (also available at nfsa.gov.in)
  3. Fill the form with family details and income information
  4. Attach self-attested copies of all required documents
  5. Submit the form at the designated office
  6. An inspection may be conducted to verify eligibility
  7. Once verified, the ration card is issued within 30–45 days

How to Collect Food Grain

  1. Visit your designated Fair Price Shop (FPS) during distribution days
  2. Carry your ration card and Aadhaar card
  3. Authenticate using biometric verification (fingerprint) at the ePoS machine
  4. Collect your entitled quantity of rice, wheat, or coarse grains
  5. Verify the quantity and sign the register
  6. Under One Nation One Ration Card (ONORC), you can collect ration from any FPS across India

Note: AAY and PHH cardholders get the same subsidised prices. The difference is in quantity — AAY gets 35 kg/household, PHH gets 5 kg/person.

Important Tips

  1. Link Aadhaar to ration card — Biometric authentication is mandatory at most FPS for grain collection. Get all family members' Aadhaar seeded.
  2. Use ONORC for migrant workers — If you move to another state for work, you can collect ration from any FPS in India under the One Nation One Ration Card scheme.
  3. Check your entitlement online — Visit nfsa.gov.in to verify your ration card details and monthly entitlement.
  4. Report issues to the District Grievance Redressal Officer (DGRO) — If your FPS dealer gives less grain or charges more, file a complaint at the state food department portal.
