What is the LIFE Mission?
LIFE (Livelihood, Inclusion, and Financial Empowerment) Mission is Kerala's flagship housing scheme aimed at providing free houses to all homeless and landless families in the state. Launched in 2016, the mission identifies families without proper shelter and provides them with fully constructed houses at no cost.
The LIFE Mission is considered one of the most comprehensive state housing programs in India, combining land provision, house construction, and livelihood support.
Who is Eligible?
Primary Criteria
- Families that are homeless (living in temporary shelters, kutcha houses, or shared spaces)
- Families that are landless (do not own any land)
- Must be a resident of Kerala
- Must be listed in the LIFE Mission beneficiary survey
Priority Categories
- Landless and homeless โ highest priority; provided both land and house
- Homeless with land โ provided house construction on their existing land
- Families in dilapidated houses โ house renovation or reconstruction support
Who is NOT Eligible
- Families owning a pucca (permanent) house
- Families with members who are income tax payers
- Families with total land area exceeding the prescribed limit
- Government employees with housing benefits

House Specifications
- Minimum area: 400 sq.ft (carpet area)

How to Apply
Identification Process
- LIFE survey โ Local Self-Government Institutions (LSGIs) conduct door-to-door surveys
- Families identified as homeless/landless are listed in the LIFE database
- The list is published at Gram Panchayat/Municipality level for verification
- Public can raise objections within the specified period
- Final list approved by the LSGI
If You Are Not in the List
- Visit your Gram Panchayat or Municipality office
- Submit a written application requesting inclusion in the LIFE beneficiary list
- Attach proof: photographs of current dwelling, income proof, land records (showing no land)
- The Panchayat/Municipality will verify and consider adding you to the list
Application for House Construction
- Once included in the approved LIFE list
- The LSGI allocates funds for your house
- Choose from approved house designs (standard plans available)
- Construction begins through approved contractors or beneficiary-led construction
- Funds released in 4 installments linked to construction stages:
- Foundation completion: 1st installment
- Lintel level: 2nd installment
- Roof completion: 3rd installment
- Finishing and occupation: Final installment
