What Is ECR vs ECNR?

ECR Countries (Where Emigration Check Applies)

Afghanistan, Bahrain, Indonesia, Iraq, Jordan, Kuwait, Lebanon, Libya, Malaysia, Oman, Qatar, Saudi Arabia, South Sudan, Sudan, Syria, Thailand, UAE, Yemen.

Important: ECR only matters if you're traveling to these 18 countries. For all other countries (USA, UK, Canada, Europe, etc.), ECR/ECNR doesn't matter.

Who Qualifies for ECNR?

You're eligible for ECNR if you meet any one of these criteria:

1. Educational qualification: Passed 10th standard (Matriculation) or above
2. Income Tax payer: File income tax returns
3. Professional qualification: Degree/diploma holders
4. Government employees: Central/State government officers
5. Gazetted officers' spouses
6. Children under 18 years
7. Persons above 50 years of age
8. All women (as per 2015 MEA order)
9. Diplomats and officials on government passports
10. Persons who have previously traveled to any non-ECR country (except Nepal/Bhutan)

Why Your Passport Shows ECR

During passport application, if you didn't submit your 10th marksheet or degree certificate, the system defaults to ECR.

How to Change ECR to ECNR

Step 1: Apply for Passport Reissue

You need to apply for passport reissue with the reason "Change in existing personal particulars" to get ECR changed to ECNR.

1. Go to passportindia.gov.in
2. Login or register
3. Click "Apply for Re-issue of Passport"
4. In the application, under "Reason for Re-issue", select "Change in Existing Personal Particulars"
5. Under "Any other reason", mention: "Change ECR to ECNR"

Step 2: Gather Required Documents

Educational Proof (any one):

• 10th (Matriculation) marksheet or certificate
• 12th marksheet
• Graduation degree/marksheet
• Any higher education certificate
• Professional diploma (ITI, polytechnic, etc.)

OR Income Proof:

• Income Tax Return acknowledgement (ITR-V)
• Assessment Order

OR Other ECNR Proof:

• Previous passport with non-ECR country visa/stamp
• Government employment ID (for government servants)

Step 3: Book Appointment and Visit PSK

1. After submitting the online application, book an appointment at your nearest Passport Seva Kendra (PSK) or Post Office Passport Seva Kendra (POPSK)
2. Fee: ₹1,500 for reissue (normal), ₹3,500 for tatkal
3. Carry:
   • Printed application receipt
   • Original old passport
   • Original + photocopy of educational certificate
   • Address and identity proof
4. Biometrics will be captured at the PSK

Step 4: Police Verification (If Required)

• For ECR to ECNR change, police verification is usually not required if no other changes are made
• If triggered, a police officer will visit your address within 2-3 weeks
• Keep your documents ready and ensure someone is at the registered address

Step 5: Receive Updated Passport

• Normal processing: 15-30 working days
• Tatkal processing: 1-3 working days
• Track status at passportindia.gov.in > Track Application Status
• New passport will have ECNR or no ECR stamp (both mean the same)

"Educational Documents Not Accepted"

• Ensure your 10th marksheet is from a recognized board (CBSE, ICSE, State Board)
