However, if you are permanently relocating, a formal transfer or new card application may be better. This guide covers both options.

Option 1: Use ONORC (No Transfer Needed)

The easiest option for migrant workers and families moving temporarily is to use the ONORC scheme. Here's how it works:

How ONORC Works

• Your existing ration card from your home state remains valid
• You can buy rations from any Fair Price Shop in any state
• Authentication is done using your Aadhaar-linked biometric (fingerprint or iris)
• The ePoS (electronic Point of Sale) machine at the FPS connects to a central database and verifies your entitlement
• Whatever you collect in the new state is deducted from your monthly quota

Requirements for ONORC

1. Your ration card must be linked to Aadhaar — apply for Aadhaar if needed
2. All family members should have Aadhaar seeded in the ration card
3. Your ration card must be active under NFSA
4. The FPS must have a working ePoS machine

Steps to Use ONORC

1. Locate a nearby Fair Price Shop in your new city/state using the Mera Ration app
2. Visit the FPS on distribution day
3. Provide your ration card number and Aadhaar number
4. Complete biometric verification on the ePoS machine
5. Collect your entitled rations
6. Get a receipt

Note: Family members split across states can collect their individual share separately. For example, if 3 members are in one state and 2 in another, each group can collect rations locally.

Option 2: Formal Ration Card Transfer (Permanent Move)

If you are permanently relocating to another state, you may want to surrender your old card and apply for a new one in the destination state.

Step 1: Surrender Old Ration Card

1. Visit the Food & Civil Supplies office in your home state (the state where your current ration card was issued)
2. Submit a written application requesting cancellation/surrender of your ration card
3. Mention the reason: "permanently relocating to [new state]"
4. Provide your new address details
5. Obtain a surrender certificate or No Objection Certificate (NOC)

If you cannot visit in person, some states allow:

• Online surrender through the state PDS portal
• Application through a family member with authorisation letter

Step 2: Apply for New Ration Card in New State

1. Visit the Food & Civil Supplies office in your new state
2. Apply for a fresh ration card with required documents:

Aadhaar Not Linked

If your Aadhaar is not linked to your ration card, ONORC won't work. Visit your home state's Food & Civil Supplies office or use the state portal to link Aadhaar.

ePoS Machine Not Working at FPS

If biometric authentication fails or the machine is down, try again later or visit another nearby FPS. Report non-functional machines on the state helpline.

FPS Dealer Refusing ONORC

Some dealers may be unaware of or uncooperative with ONORC. Show them the government notification and file a complaint with the District Supply Officer if needed.

Old State Not Issuing NOC

If your old state is delaying the surrender certificate, file a complaint on the state PDS portal or call the national helpline at 1967.
