The Bihar Student Credit Card (BSCC) scheme is a flagship education loan programme launched by the Government of Bihar on 2nd October 2016 under the "7 Nishchay — Arthik Hal, Yuvaon Ko Bal" initiative. It provides interest-free education loans of up to ₹4 lakh to students who have passed 12th (Intermediate) and wish to pursue higher education.

The scheme is administered by the Bihar State Education Finance Corporation (BSEFC) and aims to ensure that no student in Bihar is denied higher education due to financial constraints.

Who is Eligible?

To avail the Bihar Student Credit Card, you must meet all of the following conditions:

  • Bihar domicile — Must be a permanent resident of Bihar
  • 12th pass from Bihar — Must have passed 12th (Intermediate) or equivalent examination from a government-recognized institution in Bihar
  • Enrolled in higher education — Must be enrolled in or selected for admission to a recognized higher education institution (in Bihar or any other state)
  • Age limit — Must be 25 years or below at the time of application
  • No other scholarship/loan — Should not be receiving any other government scholarship, stipend, student credit card, or education loan
  • No employment — Should not be employed (government or private) at the time of application

Loan Amount & Interest Rates

Loan Amount

  • Maximum ₹4,00,000 (four lakh rupees)
  • Covers tuition fees, hostel charges, books, equipment, and other educational expenses
  • Amount is disbursed directly to the educational institution in instalments

Interest Rates

  • 0% interest — For female students, transgender students, and students from SC/ST/OBC/EWS/Minority categories (government subsidizes the interest)
  • 4% simple interest — For all other (general category male) students
  • 1% additional subsidy — Female students from general category also get 0% interest

Keep the following documents ready before applying:

Mandatory Documents

  1. Aadhaar Card of applicant

  3. Admission proof — Fee receipt or admission letter from the institution
  4. Income certificate of parents/guardian (issued by competent authority)
  5. Residence certificate (Bihar domicile proof)
  6. PAN Card of applicant and co-borrower (parent/guardian)
  7. Bank account details (Aadhaar-linked bank account)
  8. 2 passport-size photographs
  9. Caste certificate (if applicable, for subsidized interest)

Co-Borrower Documents

  • Aadhaar Card of parent/guardian (co-borrower)
  • Income proof of co-borrower
  • Bank statement of co-borrower (last 6 months)

Important: No documents need to be uploaded during online application. All original documents are verified at the District Registration and Counselling Centre (DRCC).

How to Apply — Step-by-Step

Step 1: Register Online

  1. Visit the official portal: www.7nishchay-yuvaupmission.bihar.gov.in
  2. Click on "New Application Registration"
  3. Enter your name, email ID, Aadhaar number, and mobile number
  4. You will receive an OTP on your mobile and email

Step 2: Complete Application

  1. Verify the OTP and log in with your User ID and Password
  2. Select "Bihar Student Credit Card" from the three scheme options
  3. Fill in personal details, educational qualifications, and course details
  4. Fill in co-borrower (parent/guardian) information
  5. Submit the application — a PDF acknowledgement will be sent to your email

Step 3: Visit DRCC for Verification

  1. After successful submission, visit your District Registration and Counselling Centre (DRCC) on any working day
  2. Timings: 10:00 AM to 6:00 PM (working days)
  3. Carry all original documents for verification
  4. You must visit within 60 days of online application

Step 4: Loan Approval & Disbursement

  1. After document verification, DRCC forwards the application for approval
  2. Upon approval, a Student Credit Card is issued
  3. Loan amount is disbursed to the educational institution in instalments as per the fee schedule

Repayment Terms

  • Moratorium period — Repayment begins 1 year after course completion (or 6 months after getting employment, whichever is earlier)
  • Repayment tenure — Up to 84 equal monthly instalments (7 years)
  • No penalty for early repayment
  • No collateral required — the loan is based on the student's credit card issued by the state

Processing Time

  • Online application: 15–20 minutes
  • DRCC verification: Same day (if documents are in order)
  • Loan approval: 15–30 days from document verification
  • Disbursement: Within 15 days of approval (directly to institution)

Frequently Asked Questions

Can I apply if I passed 12th from another state?

No. You must have passed 12th from a recognized institution located in Bihar to be eligible.

Can I get both BSCC and Swayam Sahayata Bhatta?

No. You can avail only one scheme under the 7 Nishchay initiative at a time.

Is there any income limit for the family?

There is no strict income ceiling to apply, but the interest subsidy (0% rate) is available to specific categories (SC/ST/OBC/EWS/Minority/female/transgender students).

What if my college is not on the approved list?

Your college must be recognized by the relevant regulatory authority. Check the approved list on the official portal. If not listed, your institution may apply for inclusion.

Can I use the loan for colleges outside Bihar?

Yes. The institution can be in any state of India, as long as it is recognized by the appropriate regulatory body (UGC, AICTE, etc.).

What happens if I drop out of the course?

The loan disbursement stops, and you will need to repay the already disbursed amount as per the repayment terms.
