What is Bihar Har Ghar Bijli Yojana?

Har Ghar Bijli Yojana is the Government of Bihar's scheme to electrify every household in Bihar โ€” providing free electricity connections to unelectrified and BPL (Below Poverty Line) households. The scheme is implemented by BSPHCL (Bihar State Power Holding Company Limited).

Bihar launched this alongside the central SAUBHAGYA scheme to ensure complete rural electrification at the village and household level.

What is Free Under This Scheme?

  • Free electricity connection โ€” the connection charges (meter, wiring from pole to house) are waived for eligible BPL families
  • LED bulb kit โ€” some beneficiaries receive LED bulbs
  • No monthly minimum consumption charge for BPL connections in some tariff categories

Note: Electricity units consumed are NOT free โ€” you pay for units used as per normal tariff. The scheme only covers the cost of getting the connection installed.

Who is Eligible?

  • Household in Bihar without electricity connection
  • BPL (Below Poverty Line) families โ€” as per the BPL/Socio-Economic Caste Census (SECC) 2011 list
  • Rural households in unelectrified or partially electrified villages
  • APL (Above Poverty Line) families may also apply โ€” but will pay normal connection charges

How to Apply

Online Application

  1. Go to hargharbijli.bsphcl.co.in
  2. Click "New Application"
  3. Enter your mobile number for OTP verification
  4. Fill in:
    • Name, address, district, block
    • BPL/Ration card number
    • Aadhaar number
    • Details of house (type: kacha/pakka, number of rooms)
  5. Upload documents
  6. Submit โ†’ note application number

Offline Application

Visit your nearest BSPHCL office or electricity sub-division office with the documents. A lineman will be assigned to inspect and install the connection.

Via Door-to-Door Registration

BSPHCL has conducted camp-mode registrations in many villages โ€” check if a camp is scheduled in your area through your Gram Panchayat.

Documents Required

  1. Aadhaar card (all family members' photos, one to be owner of connection)
  2. BPL ration card or SECC list inclusion proof
  3. Address proof โ€” Aadhaar with current address
  4. Photograph (passport size)
  5. Property proof (optional โ€” voter ID, land tax receipt confirming residence)

After Connection: Electricity Bill Payment

Once connected, pay electricity bills via:

  • BSPHCL website: bsphcl.co.in
  • BSPHCL mobile app
  • CSC / Jan Seva Kendra
  • Nearest electricity office

Frequently Asked Questions

My village has electricity poles but my house is not connected. Is this scheme for me?

Yes โ€” even if the grid has reached your village/street, if your house is not individually connected, you qualify. Apply for a service connection.

We already have electricity but want to shift to a larger load. Is this for us?

No โ€” Har Ghar Bijli is for new connections only. For load enhancement on existing connections, apply directly with BSPHCL for a load upgrade.

Will my electricity bill be zero if I get a BPL connection?

No โ€” the scheme only provides the connection free of cost. Units consumed are billed. However, Bihar has low consumption tariffs for BPL/domestic connections. If you consume very little electricity (< 30 units/month), your bill may be โ‚น100โ€“โ‚น200.

My name is not in the SECC/BPL list. Can I still apply?

You can apply as a non-BPL household โ€” but you'll pay the normal connection charges (โ‚น3,000โ€“โ‚น5,000 for single-phase connection). Only BPL families get the connection free of cost.

I applied months ago but no lineman has come. What should I do?

Call the BSPHCL helpline: 1912 (electricity complaint helpline, Bihar). Alternatively, visit your nearest electricity sub-division office with your application number.
