Delhi's Electricity Subsidy — What's Free?

The Delhi government provides electricity subsidy to domestic consumers through the Delhi Electricity Regulatory Commission (DERC):

Consumption What You Pay
0–200 units/month ₹0 (zero bill) — completely free
201–400 units/month 50% subsidized — pay only half the normal rate
Above 400 units/month Full rate — no subsidy (but you pay for all units, not just the excess)

Important: If your monthly consumption crosses 401+ units, you lose the subsidy for that month and pay full rate on all units consumed that month.

Who is Eligible?

  • Delhi resident with a domestic electricity connection
  • Connection must be in the domestic consumer category
  • Available for both:
    • BSES Rajdhani and BSES Yamuna areas (south, west, and central Delhi)
    • Tata Power-DDL (TPDDL) areas (north and northwest Delhi)
  • No income limit — all domestic consumers benefit

Do I Need to Apply?

No registration or application needed.

The subsidy is automatically applied to your electricity bill if:

  • You have a domestic meter
  • Your consumption is ≤200 units (zero bill) or ≤400 units (50% discount)

You don't need to visit any office or fill any form. Check your monthly electricity bill — the subsidy is already credited.

How to Check Your Bill Includes the Subsidy

On your monthly electricity bill from BSES/TPDDL:

  • Look for "Subsidy Amount" or "Government Subsidy" line
  • The billed amount should reflect 0 (for ≤200 units) or 50% reduction (for 201–400 units)

Opting Out of the Subsidy

Delhi allows consumers to voluntarily opt out of the electricity subsidy if they don't need it (e.g., wealthy households who prefer the government money goes to poorer families).

To opt out:

  • BSES: Go to bsesdelhi.com → My Account → Opt Out of Subsidy
  • TPDDL: Go to tatapower-ddl.com → account settings
  • Once opted out, full rates are charged

What If My Bill Is Wrong (Not Getting Subsidy)?

  1. Check if your connection is classified as "Domestic" (not commercial or mixed)
  2. Check if your Aadhaar is linked to the connection
  3. If consumption ≤200 units but bill is non-zero:
    • Contact BSES helpline: 19123 (BSES Rajdhani) / 19122 (BSES Yamuna)
    • Contact TPDDL: 19124
  4. Visit your local BSES/TPDDL customer care centre

I use 205 units this month. Do I lose subsidy on all 205 units or just on 5 units?

In the 201–400 range, you pay 50% of the bill for all 205 units — not just the 5 units above 200. You still get a significant subsidy. You only lose subsidy completely if you exceed 400 units.

We are 5 people in one house. Will one meter's 200 units be enough?

The 200-unit free limit is per meter connection, not per person. If your family uses more than 200 units, you'll pay for the excess at 50% rate (up to 400 units). Consider energy-efficient appliances to stay within the 200-unit limit.

My connection is listed as "L&T" (licenced trade) or commercial. Am I eligible?

No — the subsidy is for domestic consumers only. Commercial connections (shops, offices) do not get the 200-unit free electricity subsidy.

I am a tenant. My landlord's name is on the meter. Do I still benefit?

Yes — the subsidy applies to the meter/connection, not the person's name. If the meter is in the domestic category and consumption is ≤200 units, zero bill is generated regardless of who the registered consumer is.

I received a bill even for 190 units. Is the scheme still working?
