Digital India Programme โ€” Overview of Key Initiatives and Services

The Digital India Programme is a flagship initiative of the Government of India launched on 1 July 2015 by Prime Minister Narendra Modi. Its goal is to transform India into a digitally empowered society and knowledge economy by ensuring government services are available to citizens electronically.

This guide covers the programme's key pillars, major digital initiatives, and how you can use them in everyday life.

What Is Digital India?

Digital India is an umbrella programme that connects multiple government ministries and departments to deliver public services through digital infrastructure. It aims to:

  • Bridge the digital divide between urban and rural India
  • Make government services accessible online to every citizen
  • Reduce paperwork, delays, and corruption in public services
  • Promote digital literacy across the country
  • Boost India's digital economy and create jobs in the IT sector

The programme is coordinated by the Ministry of Electronics and Information Technology (MeitY).

Nine Key Pillars of Digital India

The programme is built on nine pillars that guide all its initiatives:

  1. Broadband Highways โ€” High-speed internet to gram panchayats and urban areas through BharatNet and other projects.
  2. Universal Access to Mobile Connectivity โ€” Expanding mobile network coverage to all villages, including remote and border areas.
  3. Public Internet Access Programme โ€” Common Service Centres (CSCs) and post offices as access points for digital services.
  4. e-Governance โ€” Reforming government processes through technology, integrating services, and making them available online.
  5. e-Kranti (Electronic Delivery of Services) โ€” Digital delivery of services in health, education, agriculture, banking, and justice.
  6. Information for All โ€” Open data platforms and proactive sharing of government information with citizens.
  7. Electronics Manufacturing โ€” Promoting domestic manufacturing of electronic goods under initiatives like Make in India.
  8. IT for Jobs โ€” Training youth in IT skills and creating employment opportunities in the digital sector.
  9. Early Harvest Programmes โ€” Quick-win projects like government email, biometric attendance, and Wi-Fi in universities.

Major Initiatives Under Digital India

DigiLocker

DigiLocker is a cloud-based platform that lets citizens store, access, and share official documents digitally. It is linked to your Aadhaar number and provides access to documents issued by government agencies.

  • Key features: Store driving licence, PAN card, mark sheets, vehicle registration, and more
  • Accepted as valid: DigiLocker documents are legally equivalent to original physical documents under the IT Act
  • How to use: Sign up at digilocker.gov.in or download the DigiLocker app
  • Storage: Each citizen gets 1 GB of free cloud storage

UPI (Unified Payments Interface)

UPI is a real-time payment system developed by the National Payments Corporation of India (NPCI) that allows instant money transfers between bank accounts using a mobile phone.

  • How it works: Link your bank account, create a UPI ID (e.g., yourname@upi), and send/receive money instantly
  • Popular UPI apps: BHIM, Google Pay, PhonePe, Paytm
  • Transaction limit: Up to โ‚น1 lakh per transaction (โ‚น2 lakh for some categories)
  • Cost: Free for person-to-person transfers
  • Usage: UPI processed over 14 billion transactions per month as of late 2025

Aadhaar

Aadhaar is a 12-digit unique identity number issued by UIDAI to every resident of India. It serves as the digital identity backbone for most government services.

  • Uses: KYC verification, linking to bank accounts, PAN card, ration card, mobile number, and subsidies
  • eKYC: Aadhaar-based electronic Know Your Customer eliminates paperwork for banking, telecom, and other services
  • Read our detailed Aadhaar Card Guide for application, update, and download steps

e-Sign

e-Sign is an online electronic signature service that allows Aadhaar holders to digitally sign documents. It is legally valid under the IT Act, 2000.

  • How it works: Authenticate via Aadhaar OTP or biometric, and the document gets a digital signature
  • Use cases: Signing agreements, government forms, affidavits, and business contracts
  • Providers: Licensed Certifying Authorities like eMudhra and CDAC

GeM (Government e-Marketplace)

GeM is an online platform for government procurement of goods and services. While primarily used by government departments, it benefits citizens indirectly by ensuring transparency and competitive pricing.

Frequently Asked Questions (FAQs)

Is Digital India only for people in cities?

No. Digital India specifically targets rural areas through BharatNet, Common Service Centres, and digital literacy programmes. Over 4 lakh CSCs operate in villages across India to help citizens access digital services.

Is DigiLocker safe to use?

Yes. DigiLocker is a government platform secured with Aadhaar-based authentication and encrypted storage. Documents stored on DigiLocker are legally valid and accepted by government and private organisations.

Do I need a smartphone to use Digital India services?

Not always. Many services can be accessed through computers at CSCs or cyber cafes. Some services like UPI also work on feature phones through USSD codes (dial *99#). However, a smartphone makes access much easier.

Is UPI safe for online payments?

UPI is highly secure with two-factor authentication (device binding + UPI PIN). Never share your UPI PIN with anyone. If you suspect fraud, report it immediately to your bank and at cybercrime.gov.in.

Can I use DigiLocker documents for address proof?

Yes. Documents fetched from DigiLocker, such as Aadhaar, driving licence, and vehicle registration certificate, are accepted as valid address and identity proof. They carry the same legal weight as original physical documents.

What if I face issues with a Digital India service?

You can raise grievances through the Centralised Public Grievance Redress and Monitoring System (CPGRAMS) at pgportal.gov.in or contact the specific service's helpline. For DigiLocker issues, email support@digilocker.gov.in.

Are Digital India services free?

Most Digital India services are free for citizens. DigiLocker, UMANG, and UPI person-to-person transfers have no charges. Some specific services (like certain government application fees) may have standard charges as applicable.
