What is Antyodaya Parivar Utthan Yojana (APUY)?

Antyodaya Parivar Utthan Yojana (APUY) is a Haryana government programme that identifies the poorest families (annual income ≤ ₹1 lakh) from the Parivar Pehchaan Patra (PPP) database and specifically targets them with:

  • Skill training and employment
  • Self-employment loans at zero or minimal interest
  • Direct linkage to all applicable government schemes
  • Saturation of benefits (no family is left out)

The scheme targets 1 lakh families with annual income below ₹1 lakh — the absolute poorest in Haryana.

How APUY Works

Unlike traditional schemes where you apply and wait, APUY uses proactive outreach:

  1. The government identifies APUY-eligible families from PPP income data
  2. District-level officials reach out to the families
  3. A District Antyodaya Parivar Utthan Mela (camp) is organized
  4. At the camp — families receive:
    • Skill training registration
    • Loan applications (HSCBC, HDFC, etc.)
    • Enrollment in missing schemes (pension, Ayushman, etc.)

Who is Eligible?

Automatic eligibility if:

  • Your family's annual income is ₹1 lakh or less (as per PPP data)
  • You are a Haryana domicile
  • Your family has a valid PPP (Parivar Pehchaan Patra)

No separate application is needed — the government finds you through the PPP database.


Ensure You Are in the System

Step 1 — Make Sure Your PPP is Correct

Visit an Atal Sewa Kendra / CSC / E-Disha and ensure:

  • All family members are listed in your PPP
  • Income details are correct and updated
  • Bank account is linked

If your PPP shows higher income than actual, get it corrected — this affects your APUY eligibility.

Step 2 — Attend the Antyodaya Camp When Called

District officials identify eligible families and invite them to an Antyodaya Mela. When you receive notice, attend with all your PPP and Aadhaar documents.

Step 3 — Enroll in Skills Training and Loans

At the mela, register for:

  • Free skill training (ITI, Haryana Skill Mission)
  • HSCBC self-employment loans
  • Employment registration on Saksham Yuva/Employment Exchange portal

Skills Covered Under APUY

Eligible family members get free training in:

  • Electrician, plumbing, welding (ITI trades)
  • Sewing/tailoring
  • Computer basics and digital literacy
  • Beautician and spa services
  • Driving (LMV/HMV)
  • Agriculture/horticulture skills

After training: placement support in Haryana industries or self-employment.

1. I am very poor but my PPP shows higher income. How do I correct this?

Visit your nearest Atal Sewa Kendra with income proof (ration card, NREGA job card). The operator can initiate a correction request in the PPP. Income verification is done and corrected.

2. I haven't been contacted for APUY even though my income is ₹70,000/year. What do I do?

Visit your Block Development and Panchayat Officer (BDPO) office with your PPP and income proof. Request to be added to the APUY list for your block.

3. Does APUY give direct cash?

APUY does not give direct cash — it connects families to training, loans, and existing schemes. The cash benefits come from HSCBC loans, pension schemes, and other programmes that APUY facilitates enrollment in.

4. Are there age restrictions for APUY skill training?

Generally, youth between 18–45 years are prioritized for skill training. Older family members may be enrolled in pension/social security schemes instead.

5. My family is in the poorest 1 lakh list. What schemes will we automatically get?

APUY families are saturated with: Ayushman Bharat PM-JAY, MMPSY social security, state pension (if eligible), Ration card (if missing), PMAY housing (if homeless), and priority for HSCBC loans.
