What is Haryana Free Electricity Scheme?
Haryana Free Electricity Scheme for BPL Families provides 2,000 free electricity units (kWh) per year to households identified as Below Poverty Line (BPL) through the Parivar Pehchan Patra (PPP) database. This translates to approximately 166 units per month โ enough to cover basic household electricity use.
Key Benefits
| Feature | Details |
|---|---|
| Free units | 2,000 units per year |
| Per month (approx.) | ~166 units/month |
| Eligible households | BPL as per PPP database |
| Coverage area | Haryana Dakshin Bijli Vitran Nigam (DHBVN) + UHBVN |
| Bill beyond 2000 units | Normal tariff applies |
Who is Eligible?
- Haryana resident family with electricity connection
- Family identified as BPL (Below Poverty Line) in the PPP (Parivar Pehchan Patra) database
- Annual family income below โน1.80 lakh/year as per PPP
The BPL status is determined automatically via the PPP database. If your family's PPP shows income below โน1.80 lakh, you are in the BPL category and eligible.
How the Scheme Works
For PPP-verified BPL families:
- Electricity consumption is tracked on your meter
- Up to 2,000 units per year โ zero bill (state subsidy covers cost)
- Beyond 2,000 units โ normal billing rate applies
- No cash payment needed โ subsidy applied automatically at billing
How to Ensure You Get the Benefit
Step 1 โ Verify Your PPP Status
Check your family's PPP income status at meraparivar.haryana.gov.in:
- Login with PPP ID
- Check income category shown on the profile
Step 2 โ Link PPP with Electricity Connection
Visit your nearest DHBVN / UHBVN sub-divisional office:
- Bring PPP ID, Aadhaar, electricity consumer number
- Request linking of BPL status to your electricity connection
- Once linked, free units are automatically applied in billing
Step 3 โ Check Your Bills
After linking, your electricity bills should show "0 payable" for usage below 166 units/month (2,000/year). If being charged despite BPL status, visit the SDO office with your PPP.

Frequently Asked Questions
1. How do I know if my family is BPL as per PPP?
Check at meraparivar.haryana.gov.in or visit your nearest SARAL Centre / CSC with your PPP number. The portal shows income category. If below โน1.80 lakh, you are BPL.
2. My family is BPL but I still get electricity bills. What do I do?
Visit your DHBVN or UHBVN sub-divisional office with your PPP, Aadhaar, and electricity bill. Request linking of BPL status. If already linked but still billed, raise a formal complaint and ask for billing correction.
3. We use about 200 units a month. Will we still get any benefit?
Yes. 2,000 units/year = 166 units/month free. If you use 200 units/month (2,400/year), you get 2,000 free and pay for the remaining 400 units at normal rate. Significant savings.
4. Is this different from the PM UJJWALA scheme?
Yes. PM Ujjwala gives free LPG gas connections to BPL women. Haryana free electricity scheme gives free electricity units to BPL households. Both are separate and can be availed simultaneously.
5. Can I apply if I don't have PPP yet?
You need PPP to access most Haryana BPL schemes. Apply for PPP at any SARAL Centre or CSC in Haryana โ it's free. Once enrolled, your income details are entered and BPL status determined.
