What is Jal Jeevan Mission?

Jal Jeevan Mission (JJM) โ€” also called Har Ghar Jal (Water to Every Home) โ€” is the Government of India's flagship scheme to provide tap water (piped water supply) to every rural household by 2024. It provides a Functional Household Tap Connection (FHTC) with at least 55 litres per person per day of potable water.

The mission aims to end dependence on wells, handpumps, and unsafe water sources in rural India.

Key features:

  • Free water connection at household level for rural households
  • Piped water supply infrastructure built by state/district
  • Village Water and Sanitation Committees (VWSC) manage local water systems
  • Priority to: SC/ST hamlets, households with persons with disabilities, and government schools/anganwadis

Is My Village Covered?

  1. Go to jaljeevanmission.gov.in
  2. Click "Dashboard"
  3. Select your state โ†’ district โ†’ block โ†’ village (Gram Panchayat)
  4. View: total households, households with tap connection, % coverage
  5. If your village is covered, ask your Gram Panchayat when your household will get the connection

How to Get a Tap Water Connection

JJM connections are provided by the state government / district administration โ€” there is no individual online application. Here's how to get one:

Step 1: Check Village Status

Verify if water supply infrastructure has been built in your village via jaljeevanmission.gov.in.

Step 2: Contact Gram Panchayat

  1. Visit your Gram Panchayat office
  2. Ask the Panchayat Pradhan or Secretary about the Jal Jeevan Mission tap connection for your household
  3. If your village is connected but your house is not, request immediate connection
  4. Your household should be registered in the VWSC (Village Water and Sanitation Committee) register

Step 3: Application at Block Level (if Panchayat Doesn't Help)

If the Gram Panchayat is unresponsive:

  1. Visit your Block Development Office (BDO)
  2. Submit a written complaint that your household is missing a tap connection despite the village being covered
  3. Contact the District Jal Jeevan Mission Coordinator

Step 4: Online Complaint

File a grievance at jaljeevanmission.gov.in โ†’ "Feedback / Grievance" section.

What You Should Receive

Under JJM, every rural household should get:

  • Tap connection at the doorstep or inside the household
  • 55 litres per person per day (LPCD) of treated/clean water
  • Water that meets BIS water quality standards (safe for drinking)
  • Connection is free โ€” no connection fee for BPL households; nominal fee in some states for non-BPL

Gram Panchayat Water User Fees

After the connection is given, minor water usage charges (called "water tariff") may be collected by the Gram Panchayat to maintain the water supply system. Rates are very nominal โ€” typically โ‚น30โ€“โ‚น100/month. This is not a scheme fee but a maintenance contribution.

Priority Households

JJM gives priority connections to:

  1. SC/ST majority hamlets (Dalit and tribal areas first)
  2. JJM-Aspirational Districts (most backward districts)
  3. Drought-prone / water-scarce areas
  4. Households with women or persons with disabilities as head
  5. Government schools and Anganwadis (already 100% covered in most states)

Water Quality Testing

Under JJM, 5 women from every village are trained as Field Test Kit (FTK) operators:

  • They test water quality monthly using FTK kits
  • Results uploaded to ejalshakti.gov.in
  • If water quality fails, the VWSC must arrange safe alternatives

Frequently Asked Questions

My village has pipes but no water supply. Who is responsible?

The Village Water and Sanitation Committee (VWSC) or Gram Panchayat manages local operations. Escalate to the Block level if the supply is not functioning. Contact the state Jal Jeevan Mission office.

I am in a tribal hamlet that was skipped. What to do?

Contact the District Jal Jeevan Mission Coordinator โ€” tribal habitations have explicit priority under JJM. You can also register a complaint on the JJM portal.

Is JJM only for rural areas?

Yes โ€” JJM-Gramin is for rural areas. Urban water supply is handled under AMRUT 2.0 by the Ministry of Housing and Urban Affairs.

The water from the tap is not clean/safe. What to do?

Report to your VWSC and the Gram Panchayat. Request water quality testing via the Field Test Kit. Escalate to the Block Medical Officer (BMO) if the water causes health issues.

My house is new construction. Do I automatically get a JJM connection?

New households need to register with the Gram Panchayat to be added to the JJM connection list. Visit your Gram Panchayat and get registered.
