What is KALIA Scheme?

KALIA (Krushak Assistance for Livelihood and Income Augmentation) is the Odisha government's comprehensive farmer support scheme providing a multi-component package of direct financial assistance to small, marginal, and landless farmers in Odisha.

Launched in 2018, KALIA is considered one of India's most comprehensive state-level farmer welfare schemes.

KALIA's 5 Components

Component 1: Cultivation Support (₹10,000/year)

  • ₹10,000 per family for Kharif and Rabi seasons (₹5,000 per season)
  • For small and marginal farmers (up to 5 acres)
  • For sharecroppers/tenant farmers registered in the scheme
  • To buy seeds, fertilizers, pesticides, and labour

Component 2: Agri-Entrepreneur Support (₹12,500/year)

  • For landless agricultural households (no land)
  • ₹12,500 for activities like:
    • Goat farming, fishery, mushroom farming
    • Beekeeping, duck farming, duckery
    • Poultry, piggery
  • Landless labourers who depend on farming but don't own land

Component 3: Financial Assistance to Vulnerable Households

  • ₹10,000 one-time to poor/vulnerable agricultural families who are:
    • Old/aged/disabled farmers
    • Families with terminally ill members
    • Unable to farm productively

Component 4: Life Insurance Coverage

  • ₹2 lakh life insurance (for all KALIA beneficiary farmers, 18–50 years)
  • ₹2 lakh personal accident insurance (for all beneficiaries)
  • Premium paid by the Odisha government

Component 5: Interest-Free Crop Loans

  • Crop loans at 0% interest for KALIA beneficiaries through cooperative banks
  • Allows farmers to take seasonal credit without interest burden

How to Apply / Check Enrollment

Most Odisha farmers are enrolled based on existing land and BPL records. However, to check or apply:

  1. Go to kalia.odisha.gov.in
  2. Click "Beneficiary List" → search by name/Aadhaar/village
  3. If your name is not on the list, download the Objection Form and submit to your local Agriculture Department office or Block-level Agriculture office

For new enrollment:

  • Visit your nearest Agricultural Technology Management Agency (ATMA) office
  • Or contact your Gram Panchayat or local agriculture extension officer

Documents Required

  1. Aadhaar card
  2. Land records (RoR/land patta) for farmers claiming Component 1
  3. Bank passbook (Aadhaar-linked)
  4. For landless labourers: Job card (MGNREGS) or other documentation of agricultural labour
  5. For vulnerable: Disability certificate or medical certificate as applicable

  3. Enter Aadhaar or name + district

Frequently Asked Questions

I have 6 acres. Am I eligible for KALIA?

Component 1 (₹10,000 cultivation support) is for farmers with up to 5 acres. If you have 6 acres, you may not qualify for Component 1 but may still be eligible for life insurance (Component 4). Confirm with your district agriculture office.

I am a sharecropper (I farm someone else's land). Can I get KALIA?

Yes — sharecroppers and tenant farmers are eligible for Component 1 (₹10,000 cultivation support) if they are registered. Bring a lease agreement and Aadhaar to enroll as a sharecropper.

I am a landless agricultural labourer. What do I get?

You are eligible for Component 2 (₹12,500 for agri-entrepreneur activities) and life insurance (Component 4). Approach your nearest agriculture extension office for enrollment.

My insurance claim was denied after a farm accident. What to do?

Insurance under KALIA is provided through state-partnered insurance companies. Contact the Odisha agriculture department's helpline or visit the district office with claim documents (accident report, hospital records, Aadhaar).

The KALIA payment shows but the bank hasn't received it. What's wrong?

Bank Aadhaar seeding issues are common. Visit the bank to ensure your Aadhaar is correctly seeded to the account. Also check NPCI Aadhaar-Bank link status at uidai.gov.in.
