What is Kisan Credit Card?

Kisan Credit Card (KCC) is a government scheme that provides farmers with flexible, revolving credit to meet their agricultural expenses — seeds, fertilizers, pesticides, irrigation, farm equipment, and post-harvest expenses. Like a regular credit card, it works as a revolving credit limit: you withdraw what you need and repay when your crop is sold, then borrow again for the next season.

The scheme is backed by the Government of India and implemented through all banks (nationalized, cooperative, and RRBs). KCC is the most affordable loan option available to farmers.

Interest Rate — Effectively 4% After Subsidy

The nominal interest rate on KCC is around 7–9% per annum. However, the Government of India provides a 2% interest subvention (discount), and for timely repayment you get an additional 3% prompt repayment incentive — bringing the effective interest rate to just 4% per annum for loans up to ₹3 lakh repaid on time.

Loan Amount Normal Rate After Interest Subvention + Prompt Repayment
Up to ₹3 lakh ~7–9% 4% per annum
Above ₹3 lakh Market rate Market rate (no subvention)

Key Benefits

  • Revolving credit — withdraw and repay as per crop cycle, no need to reapply each season
  • 4% effective interest for timely repayment (loans up to ₹3 lakh)
  • Flexible repayment — repay when harvest is done, aligned with crop cycle
  • No collateral required for loans up to ₹1.6 lakh (KCC credit limit)
  • Personal accident insurance: ₹50,000 cover (death or permanent disability)
  • Asset insurance: Crop and farm assets are insured under the KCC
  • ATM/debit card: KCC comes with a RuPay KCC card for easy withdrawals
  • Covers allied activities: Animal husbandry (dairy/poultry), fisheries — not just crop farming

Who is Eligible?

Crop farmers:

  • Owner cultivators (land in your name)
  • Tenant farmers, share croppers, and oral lessees
  • Self Help Groups or Joint Liability Groups of farmers

Allied activities:

  • Farmers engaged in animal husbandry (dairy, poultry, sheep/goat)
  • Fishermen (both inland and marine)

No minimum land holding required — even marginal and small farmers with very small land parcels are eligible.

How the Credit Limit is Calculated

The KCC limit is calculated based on:

  1. Short-term credit needs: Cost of cultivation for crop(s) based on scale of finance set by the District Level Technical Committee (DLTC) + crop insurance premium + post-harvest expenses
  2. Term credit: For maintenance of farm assets, allied activities (dairy, poultry)
  3. Consumption requirements: Up to 10% of the crop production credit limit for household needs

For a farmer with 1 acre of paddy land, the typical KCC limit is ₹40,000–₹80,000 per season (varies by state and crop).

Documents Required

  1. Aadhaar card (identity and address proof)
  2. Land records — 7/12 extract (Maharashtra), RTC/Pahani (Karnataka), Khasra/Khatauni (UP, Rajasthan), or equivalent land document showing your ownership or lease/tenancy
  3. PM-KISAN registration (if already enrolled — simplifies the process)
  4. Bank account details
  5. Passport size photographs
  6. Crop details: what crop you grow, how many acres
  7. For tenant farmers: tenancy agreement or declaration from landlord

Frequently Asked Questions

I am a PM Kisan beneficiary. Is it easier for me to get KCC?

Yes — PM Kisan beneficiaries are being actively targeted for KCC. Your bank may have your land records and can process KCC faster. The government ran a special campaign to give KCC to all PM Kisan beneficiaries.

Is there any processing fee?

Most banks waive processing fees for KCC loans up to ₹1.6 lakh. For higher amounts, a small fee may apply. Ask your bank before applying.

Can a fisherman or dairy farmer get KCC?

Yes — KCC covers animal husbandry (dairy, poultry, sheep, goat) and fisheries. The credit limit for fishermen is up to ₹2 lakh (for inland fishing) and up to ₹2 lakh for fish farmers.

When does the KCC need to be renewed?

KCC is typically issued for 5 years. Annual review by the bank is done each year. Repay the amount after each crop harvest and the limit resets for the next season.

What if I cannot repay due to crop failure?

If your crop fails and you have PM Fasal Bima Yojana (PMFBY) crop insurance, you may receive insurance compensation which can be used to repay. Banks are also directed to restructure KCC loans in case of natural disasters — contact your bank immediately.

Can I get KCC if I have an existing agricultural loan?

It depends — if you have an overdue agricultural loan, the bank may not issue a new KCC. Repay existing dues first. If the existing loan is current (no default), some banks may issue KCC separately.
