ECNR — Emigration Check Not Required

If your passport has ECNR status, you do not need emigration clearance regardless of which country you travel to or the purpose of travel.

Note: ECR/ECNR status only matters for employment-related travel to ECR countries. Tourists, business visitors, and students are generally not affected.

Who is Eligible for ECNR Status?

You automatically get ECNR status if you meet any one of these criteria:

  1. Passed Class 10 (Matriculation) or above — most common criterion
  2. Hold a diploma or degree from a recognized institution
  3. Gazetted government officers and their spouses
  4. Income tax payers (self or spouse)
  5. Persons holding professional degrees (doctors, engineers, CAs, etc.)
  6. Persons above 50 years of age
  7. Persons below 18 years of age
  8. All women, irrespective of educational qualification
  9. Holders of diplomatic/official passports
  10. Persons who have been to ECR countries on employment visa earlier and have returned

How to Check ECR/ECNR Status on Passport

  • On older passports (pre-2020): Look for the stamp "EMIGRATION CHECK REQUIRED" on the second page
  • On newer passports: The observation page will mention ECR status. If there is no ECR stamp, your passport is ECNR
  • You can also check via the Passport Seva portal by logging in and viewing your passport details

How to Convert ECR to ECNR

If your passport currently has ECR status and you now meet ECNR eligibility (e.g., you have completed Class 10), you can apply for conversion.

Online Process

  1. Visit Passport Seva Portal and login
  2. Select "Apply for Re-issue of Passport"
  3. Choose reason: "Change in existing personal particulars" → select "Deletion of ECR"
  4. Fill the application form with your current passport details
  5. Upload documents proving ECNR eligibility
  6. Pay the re-issue fee online
  7. Book appointment at nearest Passport Seva Kendra (PSK)
  8. Visit PSK with original documents on the appointment date

  1. Submit your Application Receipt Number (ARN)
  2. Document verification at Counter A
  3. Biometric capture at Counter B
  4. Approval by granting officer at Counter C
