What is PM SVANidhi Scheme?

PM SVANidhi (PM Street Vendor's AtmaNirbhar Nidhi) is a central government scheme launched in June 2020 to provide affordable working capital loans to street vendors who were adversely affected by the COVID-19 pandemic. The scheme helps vendors resume their livelihoods and graduate to higher loan amounts as they repay on time.

The scheme is implemented by the Ministry of Housing and Urban Affairs through urban local bodies, banks, and MFIs (Micro Finance Institutions).

Loan Structure — Three Tiers

Each loan is repaid over 12 months in monthly installments. Timely repayment unlocks the next (higher) loan tier.

Who is Eligible?

  • Street vendors — those who sell goods or provide services on streets, pavements, footpaths, or from mobile carts
  • Vendors must be vending in an urban area (city or town under a Municipal Corporation / Municipal Committee / Town Panchayat)
  • Must have been vending as of March 24, 2020 (before COVID lockdown)

Documents showing vendor status (any one):

  • Certificate of Vending / Identity Card issued by the Town Vending Committee (TVC)
  • Letter of Recommendation from the Urban Local Body (ULB)
  • Survey identity document (from the National Urban Livelihoods Mission survey)
  • If none of the above: a letter from Ward Councillor or Aadhaar-linked ID showing vendor status

Types of vendors included:

  • Fruit, vegetable, flower vendors
  • Food stalls, tea stalls, snack sellers
  • Cobbler, barber, laundry (dhobhi), pan shop
  • Cloth, garment, toy, stationery vendors
  • Any person vending on streets or public spaces

Documents Required

  1. Aadhaar card
  2. Vendor's identity proof (Certificate of Vending / ULB letter / TVC card / Ward Councillor letter)
  3. Bank account details (savings account — Jan Dhan or regular)
  4. Mobile number (for OTP verification)
  5. Photograph

How to Apply Online — Step by Step

  1. Go to pmsvanidhi.mohua.gov.in
  2. Click "Apply for Loan""Street Vendor"
  3. Choose your city and urban local body
  4. Register with Aadhaar number and OTP
  5. Fill the application form: personal details, vending location, type of goods sold, current income
  6. Upload documents: vendor identity card / ULB letter + Aadhaar
  7. Submit the application
  8. Application is verified by the urban local body (ULB) — they confirm vendor status
  9. Once verified, the application is forwarded to a lending institution (bank / MFI / NBFC)
  10. Lender contacts you and completes KYC
  11. Loan is approved and disbursed to your bank account

Via CSC (Common Service Centre):

  1. Visit nearest CSC with your Aadhaar and vending documents
  2. CSC operator helps fill and submit the application
  3. No additional charges should be taken by the CSC operator for SVANidhi

Via Lending Institution / Bank Branch:

  1. Visit any participating bank (SBI, BOB, BOI, PNB, Small Finance Banks, MFIs)
  2. Ask for PM SVANidhi application
  3. Fill and submit with documents
  4. Bank processes and disburses after ULB verification

Digital Payment Cashback — How to Claim

  • Get a QR code or payment link from your bank after loan disbursement
  • Accept digital payments from customers (UPI, RuPay, etc.)
  • Cashback of ₹50 to ₹100 per month is credited to your account based on number of digital transactions
  • Minimum: 50 digital transactions/month = ₹50 cashback; 100 transactions/month = ₹100

How to Check Application Status

  1. Go to pmsvanidhi.mohua.gov.in
  2. Click "Track Application Status"
  3. Enter your application ID or mobile number
  4. Current status displayed (submitted / ULB verification / bank processing / approved / disbursed)

Frequently Asked Questions

I am a street vendor but don't have a Certificate of Vending. Can I still apply?

Yes — if you don't have a Certificate of Vending, you can get a Letter of Recommendation from the Urban Local Body (ward office) or a letter from your Ward Councillor or Member of Legislative Assembly confirming your vendor status. Visit your ward office with your Aadhaar card.

Can a rural vendor apply?

No — PM SVANidhi is only for urban street vendors (cities and towns under ULBs). Rural vendors should explore PM MUDRA Yojana (Shishu category) instead.

What is the repayment schedule?

Loans are repaid in monthly installments over 12 months. There is no prepayment penalty — you can repay early. On-time repayment qualifies you for the next (higher) loan tier.

Can my family member apply if I already have an SVANidhi loan?

Yes — each eligible street vendor can apply individually. If your spouse is also a street vendor, they can apply separately for their own loan.

What if I cannot repay due to illness or loss?

Contact your lending institution immediately. Banks have restructuring options for genuine difficulties. Additionally, you may be covered under PM Suraksha Bima (accident insurance) if enrolled through SVANidhi.

After repaying ₹10,000 loan, when can I apply for the ₹20,000 loan?

After repaying the first loan fully and on time, you become eligible for the second loan of ₹20,000. Apply again through the portal or your lending institution. The process is faster for repeat borrowers.
