What is the PM WANI Scheme?

PM WANI (Wi-Fi Access Network Interface) is a Government of India scheme to create a nationwide network of public Wi-Fi hotspots through small shopkeepers and entrepreneurs called Public Data Offices (PDOs). The scheme allows anyone to become a Wi-Fi hotspot provider without a licence and provides affordable or free public internet access across India.

Launched by the Department of Telecommunications (DoT) in December 2020, PM WANI is India's answer to making broadband internet access ubiquitous โ€” especially in rural and semi-urban areas.

Key Benefits

Who Benefit
Citizens (users) Access cheap or free Wi-Fi at thousands of public hotspots
Small entrepreneurs Become a PDO โ€” earn income by sharing Wi-Fi
Rural areas Internet access without SIM or mobile data
Students Free/cheap internet for educational content

How PM WANI Works

The scheme has three components:

Component Role
PDO (Public Data Office) Local shopkeeper/entrepreneur who sets up a Wi-Fi hotspot
PDOA (PDO Aggregator) Company that manages PDOs, handles billing and authentication
APP Provider Provides the app through which users connect to hotspots
Central Registry Maintained by C-DoT โ€” registers all PDOs and PDOAs

For citizens: Connect to any PM WANI hotspot near you using a WANI-compliant app.

How to Use PM WANI as a User

Step 1 โ€” Download a PM WANI App

Download any PM WANI-compliant app from Play Store. Popular options:

  • Airtel Wi-Fi App (WANI-compliant)
  • BSNL Wi-Fi App
  • Vi (Vodafone Idea) Wi-Fi
  • Several regional PDOA apps

Step 2 โ€” Register with Your Mobile Number

Register in the app with your mobile number โ€” OTP verification (no other registration needed).

Step 3 โ€” Find a Nearby Hotspot

The app shows nearby PM WANI hotspots. Look for the PM WANI logo or ask at local shops.

Step 4 โ€” Connect and Browse

Select the hotspot, authenticate via the app, and browse the internet. Pricing is set by the PDOA โ€” typically:

  • โ‚น1โ€“โ‚น5 per hour, OR
  • Prepaid data vouchers (โ‚น5 for 100MB, etc.)
  • Some hotspots offer free access for educational platforms (SWAYAM, DIKSHA)

How to Become a PM WANI PDO (Earn Income)

Any shopkeeper, kirana store owner, or entrepreneur can become a PDO:

Step 1 โ€” Contact a PDOA

Find a registered PDOA (Public Data Office Aggregator) in your area. Examples:

  • BSNL, Airtel, Quadrant, Ciena, Saankhya Labs, and many others

Step 2 โ€” Get Wi-Fi Equipment

The PDOA provides a router/access point. You need an existing broadband connection (BSNL/private ISP).

Step 3 โ€” Registration

The PDOA registers you as a PDO on the Central Registry (no separate government licence needed โ€” it's licence-exempt).

Step 4 โ€” Start Earning

You earn a share of the revenue from each user who buys data at your hotspot. Earnings vary by PDOA partnership โ€” typically โ‚น3,000โ€“โ‚น10,000/month for active hotspots in busy areas.

Frequently Asked Questions

1. Is PM WANI completely free for users?

Some hotspots may offer free access (for certain content or limited data). Most PM WANI hotspots charge a nominal amount (โ‚น1โ€“โ‚น5/hour). It is much cheaper than mobile data for heavy users.

PM WANI hotspots are found at local shops, panchayat offices, CSCs, schools, and public places across India. Open any WANI-compliant app to see nearby hotspot locations.

3. Do I need Aadhaar to use PM WANI?

No. You only need a mobile number for OTP authentication. No Aadhaar or other ID is required by the user.

4. I have a kirana shop and broadband. How do I become a PDO?

Contact any registered PDOA โ€” BSNL has a simple process for kirana stores. They provide the access point hardware and register you as a PDO within a few days.

5. Is PM WANI different from BharatNet?

Yes. BharatNet lays optical fibre from blocks to gram panchayats (rural backhaul). PM WANI is the last-mile distribution โ€” it creates Wi-Fi hotspots from the existing broadband (including BharatNet connections) to reach individual users.
