What is Property Mutation?
Property mutation (also called Dakhil Kharij or name transfer) is the process of updating the ownership records in the revenue/municipal records after a property changes hands. It does NOT transfer legal ownership โ that happens through the sale deed, gift deed, or succession. Mutation updates the government revenue records to reflect the new owner for:
- Property tax assessment โ Municipal records for tax billing
- Revenue records โ Tehsil/panchayat land records
- Government records โ For future transactions
Mutation is essential because without it, you may face issues with property tax billing, further sale, obtaining building permissions, and proving ownership.
When is Mutation Required?
- After purchasing property (sale deed registered)
- After inheriting property (through will or succession)
- After receiving property as gift (gift deed registered)
- After property partition (partition deed executed)
- After court order (transfer by decree)

Types of Mutation
1. Sale Mutation
After registering a sale deed at the Sub-Registrar's office.
2. Inheritance/Succession Mutation

- Registered sale deed (original and copy)

For properties within municipal/corporation limits:
- Visit the municipal corporation's online portal
- Apply for property mutation/transfer
- Upload sale deed, ID proof, and tax receipts
- Municipal assessor may inspect the property
- Mutation reflected in property tax records
How to Apply Offline
Step 1: Visit Tehsil Office (Rural) or Municipal Office (Urban)
Go to the local tehsildar/revenue office or municipal corporation office.
Step 2: Submit Application
Fill the prescribed mutation form and attach:
- All required documents (originals + copies)
- Application fee stamp/receipt
Step 3: Verification
- The revenue officer or municipal assessor verifies the documents
- Public notice may be published inviting objections (15-30 days)
- If no objections, the mutation is approved
Step 4: Field Inspection
In some cases, a spot inspection (mouza/field verification) may be conducted.
Step 5: Mutation Order
- The tehsildar/municipal officer passes the mutation order
- Revenue records are updated with the new owner's name
- You receive a mutation certificate/extract

Is property mutation proof of ownership?
No, mutation is NOT proof of ownership. It only updates revenue/tax records. The registered sale deed (or succession certificate/will) is the primary proof of ownership. Mutation supports but doesn't replace it.
What if the seller doesn't cooperate for mutation?
In most cases, the buyer can apply for mutation independently with the registered sale deed. The seller's presence is not mandatory โ the sale deed itself is sufficient proof of transfer.
Is there a time limit for applying for mutation?
While there's no strict legal time limit, it's advisable to apply within 3-6 months of property registration. Delay can lead to complications, especially for inheritance cases.
Can mutation be challenged?
