The Mukh Mantri Sehat Yojana (MMSY) is a universal health insurance scheme launched by the Punjab government on 23 January 2026. Chief Minister Bhagwant Mann and AAP national convener Arvind Kejriwal inaugurated the scheme in Mohali.

Under MMSY, every family in Punjab gets ₹10 lakh per year of free cashless medical treatment at over 823 empanelled hospitals — both government and private. The scheme replaces the earlier Sarbat Sehat Bima Yojana / AB PM-JAY MMSBY and doubles the coverage from ₹5 lakh to ₹10 lakh. Punjab is the first state to offer ₹10 lakh universal health insurance with no income limit.

Who is Eligible?

MMSY has universal coverage — there is no income limit. All bonafide residents of Punjab are eligible.

  • All Punjab families — approximately 65 lakh families covering 3 crore people
  • Government employees — including pensioners, contractual staff, outsourcing and consultancy-based workers in Punjab government departments, boards, corporations, trusts and societies

Online / Sewa Kendra Process

  1. Visit a Sewa Kendra (Common Service Centre) near your home — or apply online through the State Health Agency portal
  2. Carry Aadhaar card and Punjab Voter ID for all adult family members
  3. Verify identity — biometric/OTP verification using Aadhaar
  4. Submit family details — names and Aadhaar numbers of all members
  5. Health card is issued — a single Mukh Mantri Sehat Yojana health card for the entire family
  6. Card links to Aadhaar — this card is your pass for cashless treatment at any empanelled hospital

Door-to-Door Enrolment

The Punjab government has deployed trained youth club members who visit homes to help residents register and get their health cards made. If you haven't received your card yet, contact your local Sewa Kendra or wait for the door-to-door team.


How to Use the Health Card (Cashless Treatment)

  1. Visit any of the 823 empanelled hospitals (government or private) in Punjab or Chandigarh
  2. Show your MMSY health card at the hospital reception
  3. Hospital verifies your card and provides cashless treatment — you pay nothing
  4. Hospital submits the claim to the implementing agency (State Health Agency / insurance company)
  5. In medical emergencies, treatment outside Punjab is also possible using the health card

The beneficiary pays nothing — the entire scheme is government-funded. The Punjab government has allocated a budget of ₹1,200 crore for MMSY. Insurance coverage of ₹1 lakh per family is provided through United India Insurance Company, while the remaining ₹9 lakh is funded directly by the state government through the State Health Agency.
