What is Palanhar Yojana?

Palanhar Yojana is the Rajasthan government scheme providing monthly financial assistance to families (Palanhars) who raise orphaned, abandoned, or destitute children in their own homes — instead of sending them to institutional care.

The scheme ensures these children grow up in a family environment, receiving nutrition support, clothing allowance, and educational support.

Benefits Under Palanhar Yojana

Child's Age Monthly Allowance
0 to 5 years (pre-school) ₹500/month
5 to 18 years (school-going) ₹1,000/month (increased to ₹1,500/month in recent revision)

Additional annual allowances:

  • Clothing/footwear: ₹2,000/year per child
  • Other allowances (as applicable): stationery, uniform

All amounts are transferred directly to the Palanhar's bank account via DBT.

Who Can Be a Palanhar?

A Palanhar is the person caring for the child. The Palanhar must be:

  • A relative, family member, or neighbour of the child (not an institution)
  • Must be an annual income below ₹1.20 lakh (or per current year's norms)
  • Rajasthan resident
  • Willing to raise the child until age 18 and provide schooling (for children 5–18)

Which Children Are Covered?

The scheme covers 8 categories of children:

Divorced/separated mothers Children with divorced/separated mothers, father absent
Life-sentenced parents One or both parents serving life imprisonment
Disabled parents Parents with 40%+ disability

TB patients Children of parents with TB
Destitute children Children in extreme poverty with no family support

How to Apply

  1. Go to sje.rajasthan.gov.in or the online portal sjms.rajasthan.gov.in
  2. Search for "Palanhar Yojana"
  3. Register/login with Jan Aadhaar card
  4. Fill application:
    • Palanhar (caregiver) details
    • Child's details, age, category (orphan/divorced mother/etc.)
    • Child's school enrollment details
    • Bank account of Palanhar
  5. Upload documents
  6. Submit to District Social Justice office for verification

Offline application: Also accepted at the District Social Justice Officer (DSJO) office.

Documents Required

  1. Aadhaar card — of Palanhar and the child
  2. Jan Aadhaar card (Rajasthan family ID)
  3. Child's birth certificate
  4. Proof of child's category:
    • Orphan: Both parents' death certificates
    • Father deceased: Father's death certificate
    • Life sentence: Court order
    • Disabled parent: Disability certificate
  5. Palanhar's income proof (income certificate showing < ₹1.20 lakh/year)
  6. School enrollment certificate (for children 5–18 years)
  7. Anganwadi enrollment proof (for children 0–5 years at Anganwadi centre)
  8. Bank passbook of the Palanhar (Aadhaar-linked)
  9. Photographs

Annual Verification

The Palanhar scheme requires annual renewal/verification:

  • Submit the child's current school marksheet or enrollment proof
  • Confirm Palanhar is still the caregiver
  • Renewal is done online on the SJE/SJMS portal

Failure to renew may pause disbursement.

Frequently Asked Questions

My neighbour is an orphan child (both parents dead). Can I apply as Palanhar?

Yes — you don't need to be a blood relative. Neighbours who genuinely care for the child can apply as Palanhar, subject to income verification and local verification by the DSJO.

The child is 6 years old but not in school. Can I still get the ₹1,500?

For children 5–18, school enrollment is mandatory to receive the higher allowance. Enroll the child in the nearest government or government-aided school first, then apply with the enrollment proof.

Can I be Palanhar for multiple orphan children?

Yes — if you are raising multiple eligible children, each child can be enrolled separately and you receive the monthly allowance for each.

I am already getting the allowance but the child turned 18. What happens?

Once the child turns 18, the scheme eligibility ends. The child should then transition to other government schemes (NPS/scholarship/skill development) as an adult.
