What is Startup India Scheme?

Startup India is a flagship initiative of the Government of India launched in January 2016 to build a strong ecosystem for nurturing startups and innovation. The scheme provides registered startups with a bundle of benefits: tax exemptions, access to funding, regulatory simplifications, free mentorship, and priority in government procurement.

To access these benefits, a startup must first get DPIIT Recognition (Department for Promotion of Industry and Internal Trade Recognition) โ€” this is the official government certification that your venture qualifies as a startup.

What Counts as a Startup?

To be eligible for DPIIT recognition, your entity must meet ALL of these criteria:

  • Age: The company must be less than 10 years old from the date of incorporation
  • Annual turnover: Must not exceed โ‚น100 crore in any financial year
  • Innovation: Must be working on innovation, development, or improvement of products/services/processes โ€” or have a scalable business model with high potential for wealth and employment creation
  • Entity type: Incorporated/registered as a:
    • Private Limited Company (under Companies Act, 2013)
    • Partnership Firm (under Partnership Act, 1932)
    • Limited Liability Partnership (LLP) โ€” under LLP Act, 2008
  • Not formed by splitting/restructuring: Cannot be formed by splitting or reconstructing an existing business

Not considered a startup: A business that simply replicates an existing business model without any innovation (e.g., a routine retail shop, standard trading firm, etc.)

Key Benefits After DPIIT Recognition

1. Tax Benefits:

  • 3-year tax holiday: Eligible startups can apply for income tax exemption for 3 years out of their first 10 years (under Section 80-IAC of Income Tax Act) โ€” subject to DPIIT and IMB (Inter-Ministerial Board) approval
  • Angel Tax Exemption: DPIIT-recognized startups are exempt from the "Angel Tax" (Section 56(2)(viib) of Income Tax Act) on funding received from investors at premium to fair market value

  • Not a direct grant โ€” funding comes through VC/angel investors who receive SIDBI backing

7. Startup India Seed Fund (SISFS):

  • Up to โ‚น20 lakh as grants for proof of concept / prototype development
  • Up to โ‚น50 lakh as soft loans or convertible debentures for market entry / commercialization
  • Applied through incubators empanelled by the government (not a direct government grant)

How to Get DPIIT Recognition โ€” Step by Step

  1. Go to startupindia.gov.in
  2. Click "Get DPIIT Recognized"
  3. Log in or register with your email and mobile
  4. Fill the application:
    • Your startup's name, date of incorporation, CIN/LLP registration number
    • Brief description of what your startup does (innovation/scalability explanation)
    • Entity type (private limited / LLP / partnership)
    • Industry / sector
    • Number of employees, revenue (if any)
  5. Upload documents:
    • Certificate of Incorporation (from MCA / ROC)
    • Pan Card of the entity
    • Brief description of the business and how it is innovative
  6. Submit โ€” no fee for DPIIT recognition
  7. Application is processed by DPIIT โ€” recognition is typically granted in 2โ€“7 working days for applications with complete documents
  8. You receive the DPIIT Recognition Number and can download the recognition certificate

Important: DPIIT recognition itself does not require IMB approval. It is largely self-declaration based. However, to claim the 3-year income tax holiday (80-IAC), a separate application to the IMB (Inter-Ministerial Board) is required โ€” that involves more scrutiny.

  5. Apply to an incubator of your choice through the portal
  6. Incubator evaluates your pitch and if selected, grants up to โ‚น20 lakh (grant) or โ‚น50 lakh (soft loan)

Is there any fee for DPIIT recognition?

No โ€” DPIIT recognition is completely free. Any agent or consultant who charges you a fee just for the registration is unnecessary; you can do it yourself on the portal.

I have a simple reselling business. Will I get recognized?

Unlikely โ€” DPIIT recognition requires that the startup is working on innovation, technology, or a scalable model. A pure reselling or trading business without any value addition or tech component will likely be rejected.

What is the difference between Startup India recognition and MSME / Udyam registration?

MSME Udyam registration is for any small/medium manufacturing or service business โ€” no innovation requirement. DPIIT recognition is specifically for innovative, scalable startups. Both registrations can coexist โ€” you can have both Udyam and DPIIT recognition.

Can a partnership firm get DPIIT recognition?

Yes โ€” partnership firms registered under the Partnership Act, 1932 are eligible. However, most investors and VCs prefer investing in private limited companies or LLPs, so consider incorporating accordingly if you plan to raise funding.

What if my startup is older than 10 years?
