What is Swachh Bharat Mission Gramin (SBM-G)?

Swachh Bharat Mission — Gramin (SBM-G) is the Government of India's rural sanitation programme that provides a ₹12,000 incentive to BPL rural households to construct individual household latrines (IHHL) — toilets — under the mission to achieve Open Defecation Free (ODF) India.

SBM-G Phase 2 (2020–2025) focuses on:

  • ODF sustainability
  • Solid and liquid waste management
  • Villages achieving ODF Plus status

How to Apply

Step 1: Contact Gram Panchayat

  1. Visit your Gram Panchayat office
  2. Ask the Gram Pradhan (Village Head) or Panchayat Secretary for the SBM toilet application
  3. You will be added to the beneficiary list if eligible
  4. Swachh Bharat Mission workers or ASHA/ANM workers also visit households to identify those without toilets

Step 2: Application Submission

Submit a written application to the Gram Panchayat stating:

  • Your household details
  • That your household does not have a toilet
  • BPL card number (if applicable)

The panchayat submits your application to the Block Development Office (BDO).

Step 3: Verification and Approval

A government official verifies your household has no toilet. If approved:

  1. First instalment (₹6,000) released before construction begins
  2. You construct the toilet (local materials + labour — approximate cost ₹15,000–₹25,000 including your contribution)
  3. After construction is complete and verified by panchayat:
  4. Second instalment (₹6,000) released

  3. Or log in with your IHHL application ID if you have one

Payment Method

₹12,000 is transferred via DBT to your Aadhaar-linked bank account in two tranches. Ensure your Aadhaar is linked to your bank account before applying.

Documents Required

  1. Aadhaar card (for identity and DBT)
  2. BPL card / Ration card (to establish priority)
  3. Bank account passbook — Aadhaar-linked savings account
  4. Photograph of the house (before construction)

What the Toilet Should Have

The SBM toilet (IHHL) must meet minimum specifications:

  • Two-pit leach pit design (or septic tank)
  • Superstructure (walls, roof) for privacy
  • Must be functional and usable — not just symbolic
  • Gram Panchayat officer verifies functionality before releasing the second instalment

Check Beneficiary Status / Payment

  1. Go to sbmreports.nic.in
  2. Navigate to "IHHL Reports" → select state → district → block → GP
  3. Search for your name in the beneficiary list

Alternatively, check your bank statement — the DBT transfer shows as "SBM" or the district administration's name.

Frequently Asked Questions

I already have a toilet (kutcha/poor quality). Can I apply for rebuilding?

SBM incentive is primarily for households with no toilet at all. Upgradation of existing (even poor quality) toilets is generally not covered. Check with your Gram Panchayat if any renovation grant is available under ODF Plus.

The Gram Pradhan is not helping me apply. What to do?

You can approach the Block Development Officer (BDO) directly or contact the District Swachh Bharat Mission Coordinator. You can also file a grievance on sbmreports.nic.in.

The toilet was built by the government contractor but is not usable. What to do?

Community toilets built by contractors should be maintained by Gram Panchayat. For individual household toilets (IHHL), you build it yourself and claim the incentive. If a contractor built a substandard toilet, report to the District Mission Coordinator.

I built a toilet in 2019 under SBM. Am I eligible for more under SBM Phase 2?

SBM Phase 2 (2020–2025) focuses on ODF sustainability and waste management — not new toilet construction for already-benefited households. You are not eligible for another ₹12,000 incentive.

Is ₹12,000 enough to build a toilet?

₹12,000 is a subsidy/incentive — actual construction cost is typically ₹15,000–₹30,000 depending on material costs in your area. You contribute the difference. The government amount is meant to bridge the cost gap, not cover 100%.
