What is Janani Suraksha Yojana (JSY) in Uttar Pradesh?
Janani Suraksha Yojana (JSY) is a national scheme under the National Health Mission (NHM) that promotes safe institutional delivery by giving cash assistance to pregnant women who deliver at government hospitals. In Uttar Pradesh:
- ₹1,400 for BPL women in rural areas
- ₹1,000 for BPL women in urban areas
- ASHA worker also gets ₹300 (rural) / ₹200 (urban) for motivating and accompanying the mother
UP is a Low Performing State (LPS) under JSY — meaning there is no income limit and all pregnant women who deliver at government hospitals can receive the benefit.
Key Benefits
| Category | Cash Benefit |
|---|---|
| Rural mother (BPL or all) | ₹1,400 |
| Urban mother (BPL or all) | ₹1,000 |
| ASHA (rural) | ₹300 for motivating + ₹300 at delivery |
| ASHA (urban) | ₹200 |
| Home delivery (BPL, age ≥ 19) | ₹500 (limited cases) |
Additionally, under PM Matru Vandana Yojana (PMMVY), mothers get ₹5,000 for the first child — this is a separate benefit. Both can be claimed together.
Who is Eligible?
In Uttar Pradesh (Low Performing State), ALL pregnant women are eligible if:
- They deliver at a government health facility (PHC, CHC, District Hospital, Medical College)
- OR they deliver at an accredited private health facility (in some cases)
Additional for maximum benefit:
- BPL family (get priority)
- Age 19 years or above
- Registered pregnancy during ANC (Antenatal Care) period
Important: Even above-BPL women in UP can receive JSY if they deliver at government facilities. The scheme is universalized in UP.
Documents Required
- Aadhaar Card — mother's
- MCH card (Mother Child Health card) — issued during ANC registration
- BPL ration card — for BPL priority
- Bank passbook — in the mother's name (Aadhaar-linked)
- Delivery certificate — from the hospital
- Photograph
How to Get the JSY Benefit
Before Delivery
- Register your pregnancy with the ASHA worker in your village or the nearest Anganwadi/Sub-Health Centre as early as possible (ideally within 12 weeks of pregnancy)
- Get your MCH card issued — it tracks all antenatal check-ups
- Open a bank account if you don't have one (Aadhaar-linked)
At Delivery
- Go to the government hospital for delivery
- The ASHA worker accompanies you (she gets her incentive only if she accompanies)
- Inform the hospital that you want JSY benefit — the ANM/staff nurse fills the JSY form
After Delivery
- The hospital (ANM/PHC) submits your JSY application with delivery record
- Cash is deposited to your bank account via DBT — typically within 7–30 days of delivery
Frequently Asked Questions
1. I had a C-section at a government hospital. Am I eligible for JSY?
Yes. Institutional delivery — whether normal or C-section — at a government hospital qualifies for JSY benefit.
2. My delivery happened at a private hospital. Can I still get JSY?
Only if the private hospital is JSY-empanelled (accredited under NHM). Most private hospitals are not accredited. Government hospital delivery is the reliable path.
3. I am in my second pregnancy. Am I still eligible?
In Uttar Pradesh, JSY is applicable for any number of pregnancies — there is no restriction to first or second child (unlike PMMVY which is first-child only at the central level).
4. My ASHA worker didn't accompany me to the hospital. Will I still get JSY?
Yes, you will still get the JSY benefit as the mother. The ASHA worker loses her incentive for not accompanying, but your benefit is not affected.
5. I received no money even after 2 months of delivery. What should I do?
Check with the hospital's ANM or the PHC. Often the issue is Aadhaar not linked to bank. If bank details are correct, file a complaint with the District CMO or the NHM district office.
