What is UP Kisan Karj Mafi Yojana?
UP Kisan Karj Mafi Yojana (also known as Uttar Pradesh Kisan Rin Mochan Yojana) is the Uttar Pradesh government scheme to provide crop loan waiver up to ₹1 lakh to small and marginal farmers of Uttar Pradesh.
The scheme was launched in 2017 under the Yogi Adityanath government to provide relief to farmers with outstanding crop loans. It covers loans taken from commercial banks, regional rural banks, and cooperative banks.
Key features:
- Loan waiver up to ₹1 lakh per farmer
- For small and marginal farmers only (land up to 2 hectares / 5 acres)
- Covers short-term crop loans taken before a specified cut-off date
- Registered farmers' loan accounts are credited by the government
Who is Eligible?
- Must be a small or marginal farmer in Uttar Pradesh (land holding up to 2 hectares)
- Must have taken a crop (Kisan Credit Card / KCC) loan from a scheduled bank or cooperative bank
- Loan should be outstanding / overdue (not fully repaid)
- Uttar Pradesh resident with land in UP
Not eligible:
- Large farmers (more than 2 hectares land)
- Term loans (for equipment, machinery) — only crop/KCC loans are covered
- Farmers who have already fully repaid their loan
How to Check If Your Name is in the Beneficiary List
- Go to upkisaan.upcmo.up.nic.in
- Click "Beneficiary List" or "Rin Mochan Status"
- Select your District → Block → Gram Panchayat
- View the list or search by name / Aadhaar / account number
OR:
- Visit your bank branch where you took the loan — ask the bank officer if your loan has been marked for waiver
- Visit your Gram Panchayat office — lists are displayed there
How to Apply (New/Pending Cases)
If you are an eligible farmer but your name is not in the beneficiary list:
- Visit your bank branch where you have the KCC/crop loan
- Inform the bank that you are eligible for Kisan Karj Mafi but your account is not included
- Bank submits the data to the state for validation
- OR visit District Lead Bank (DLB) office for district-level grievance
- You can also register a complaint at the helpdesk on the portal
Tip: In most cases, eligible farmers are identified automatically from bank records. If you are missed, follow up persistently with your bank and Gram Panchayat.
Documents to Keep Ready
- Aadhaar card
- Kisan Credit Card (KCC) or loan account passbook
- Land records — Khasra-Khatauni showing land up to 2 hectares
- Bank account details where loan exists
Status After Waiver Approval
After approval:
- Government sends money directly to your loan account (not to you personally)
- Your loan account shows the outstanding amount reduced by the waiver
- Bank issues a debt-free certificate if the full loan is covered
- If loan was > ₹1 lakh, you pay the remaining amount to the bank

My loan is from a cooperative bank (PACS). Is it covered?
Yes — loans from Primary Agricultural Credit Societies (PACS) under UP cooperative banks are covered under the scheme.
I repaid my loan before the scheme was announced. Can I get a refund?
No — the waiver applies to outstanding (unpaid) loans as of the cut-off date. Farmers who already repaid are not eligible for any refund.
My loan is exactly ₹1.2 lakh. How much will be waived?
The waiver is capped at ₹1 lakh. You would receive ₹1 lakh waiver and need to pay the remaining ₹20,000 yourself.
My name is in the beneficiary list but my bank account still shows the old balance. What to do?
Visit your bank branch and show them the beneficiary list entry. Banks sometimes have delays in processing the government credit. Also escalate to the District Lead Bank if the bank is unresponsive.
Is this scheme still running in 2024?
The original 2017 Kisan Karj Mafi scheme covered loans up to a specific cut-off. For latest scheme status and any new extensions, check upkisaan.upcmo.up.nic.in or contact your nearest bank/Gram Panchayat.
I am a farmer in UP but my loan is from a private bank (HDFC/ICICI). Is it covered?
The scheme primarily covers nationalised banks, RRBs, and cooperative banks. Private sector bank crop loans may not be covered — verify at upkisaan.upcmo.up.nic.in.
