Why Does This Happen?

When you make a UPI payment, the process involves multiple steps:

  1. Your bank debits your account
  2. The request goes through NPCI (National Payments Corporation of India)
  3. NPCI routes it to the recipient's bank
  4. The recipient's bank credits their account

If the process fails at step 3 or 4 (due to server timeout, network issue, or bank error), your money is debited but not credited to the recipient. This is called a "deemed approved" transaction in banking terminology.

RBI Rules That Protect You

Auto-Reversal Rule

As per RBI's circular on "Harmonisation of Turn Around Time (TAT) for resolution of failed transactions":

  • If the beneficiary's account is not credited, the originating bank must reverse the amount to your account within 5 working days (T+5 business days)
  • If reversal doesn't happen within 5 days, you are entitled to โ‚น100 per day compensation from your bank until the refund is processed

Deemed Approved Status

Step-by-Step: What to Do

Step 1: Wait 48 Hours

Most "debited but not credited" cases resolve automatically. The money is reversed to your account within 24-48 hours. Check your bank statement (not just the UPI app) to confirm.

Step 2: Check Transaction Status on UPI App

  1. Open your UPI app (Google Pay / PhonePe / Paytm / BHIM)
  2. Go to Transaction History
  3. Find the transaction and check its status
  4. If it shows "Pending" โ€” wait for auto-resolution
  5. If it shows "Failed" โ€” money should be auto-reversed

Step 3: Raise Complaint on UPI App

If money isn't reversed in 48 hours:

Google Pay:

  1. Open Google Pay โ†’ Activity โ†’ Select transaction
  2. Tap "Get help" or "Report a problem"
  3. Select "Money debited but not received by payee"

PhonePe:

Step 4: Complain to Your Bank

  4. Bank must respond within 30 days as per RBI

If unresolved after 30 days from bank complaint:

  1. Visit https://cms.rbi.org.in/ (Complaint Management System)
