One of the most stressful UPI issues: money gets deducted from your bank account, but the recipient says they didn't receive it. The transaction shows "failed" or "pending" on your app. Here's exactly what happens behind the scenes, what RBI rules protect you, and how to get your money back.
Why Does This Happen?
When you make a UPI payment, the process involves multiple steps:
- Your bank debits your account
- The request goes through NPCI (National Payments Corporation of India)
- NPCI routes it to the recipient's bank
- The recipient's bank credits their account
If the process fails at step 3 or 4 (due to server timeout, network issue, or bank error), your money is debited but not credited to the recipient. This is called a "deemed approved" transaction in banking terminology.
RBI Rules That Protect You
Auto-Reversal Rule
As per RBI's circular on "Harmonisation of Turn Around Time (TAT) for resolution of failed transactions":
- If the beneficiary's account is not credited, the originating bank must reverse the amount to your account within 5 working days (T+5 business days)
- If reversal doesn't happen within 5 days, you are entitled to โน100 per day compensation from your bank until the refund is processed
- This applies to all UPI, IMPS, and NEFT transactions
Deemed Approved Status
When NPCI doesn't receive a response from the beneficiary bank within the timeout period, the transaction is marked as "deemed approved." In such cases:
- NPCI automatically initiates a reversal
- Your bank should credit the amount back within 5 working days
- No action is needed from your side in most cases
Step-by-Step: What to Do
Step 1: Wait 48 Hours
Most "debited but not credited" cases resolve automatically. The money is reversed to your account within 24-48 hours. Check your bank statement (not just the UPI app) to confirm.
Step 2: Check Transaction Status on UPI App
- Open your UPI app (Google Pay / PhonePe / Paytm / BHIM)
- Go to Transaction History
- Find the transaction and check its status
- If it shows "Pending" โ wait for auto-resolution
- If it shows "Failed" โ money should be auto-reversed
Step 3: Raise Complaint on UPI App
If money isn't reversed in 48 hours:
Google Pay:
- Open Google Pay โ Activity โ Select transaction
- Tap "Get help" or "Report a problem"
- Select "Money debited but not received by payee"
- Submit complaint โ you'll get a reference number
PhonePe:
- Open PhonePe โ History โ Select transaction
- Tap "Need Help"
- Choose "Amount debited but not credited"
- Raise a ticket
Paytm:
- Open Paytm โ Passbook โ Select transaction
- Tap "Need Help?"
- Select the issue and submit
BHIM:
- Open BHIM โ Transaction History โ Select transaction
- Tap "Raise Complaint"
- Fill in details and submit
Step 4: Complain to Your Bank
If the UPI app doesn't resolve it in 3 days:
- Call your bank's customer care (see numbers below)
- Provide: Transaction ID, UTR number, date, amount, recipient details
- Ask for a complaint reference number
- Bank must respond within 30 days as per RBI

Step 5: File Complaint on NPCI Portal
If your bank doesn't resolve the issue:
- Visit https://www.npci.org.in/what-we-do/upi/dispute-redressal-mechanism
- Click on "UPI โ Transaction Related Complaint"
- Enter your bank name, UPI transaction ID, and details
- Submit the complaint
- NPCI will coordinate with both banks for resolution
Step 6: Approach RBI Banking Ombudsman
If unresolved after 30 days from bank complaint:
- Visit https://cms.rbi.org.in/ (Complaint Management System)
- Click "File a Complaint"
- Select "Digital Transactions" โ "UPI"
- Fill in details with your bank complaint reference number
- Submit โ RBI will investigate and order resolution
