What Is a Vehicle NOC?
A No Objection Certificate (NOC) is a document issued by your current RTO when you want to transfer your vehicle's registration to another state. Under the Motor Vehicles Act, 1988, if you relocate to a different state, you must re-register your vehicle in the new state within 12 months. The NOC from your original RTO confirms there are no pending dues, challans, or legal cases against the vehicle.

Frequently Asked Questions
Q1. Is vehicle NOC mandatory for interstate transfer?
Yes, a No Objection Certificate from your current RTO is mandatory for re-registering your vehicle in another state. Without it, the new state RTO cannot process your re-registration.
Q2. Can I apply for vehicle NOC online?
Yes, most states support online NOC application through the Parivahan portal (parivahan.gov.in). However, physical vehicle inspection at the RTO may still be required in some states.
Q3. How long is the vehicle NOC valid?
The NOC is typically valid for 6 months from the date of issue. You must complete re-registration in the new state within this period. If it expires, you'll need to reapply.
Q4. What happens if I don't re-register my vehicle in the new state?
If you don't re-register within 12 months of relocating, you may face penalties, fines during traffic checks, and issues with insurance claims. The traffic police can also impound unregistered vehicles.
Q5. Will I get a refund of road tax paid in the original state?
Some states offer pro-rata refund of road tax for the unused period. The refund policy varies by state. Contact your original RTO to check eligibility and the refund process.
Q6. Can I sell my vehicle to someone in another state without NOC?
No, the buyer needs the NOC from your RTO to re-register the vehicle in their state. As the seller, you should apply for the NOC and provide it to the buyer along with Form 29 (transfer of ownership) and Form 30.
Q7. What if there are pending challans against my vehicle?
You must clear all pending challans and fines before the RTO will issue a NOC. Check pending challans on the echallan.parivahan.gov.in portal and pay them online.
