What is Antyodaya Anna Yojana (AAY)?

Antyodaya Anna Yojana (AAY) is a Government of India scheme to provide 35 kg of grain per month to the poorest of the poor families at heavily subsidised prices. AAY cardholders get:

  • 35 kg/month of grain (wheat + rice)
  • Rice at ₹3/kg (or free under PMGKAY)
  • Wheat at ₹2/kg (or free under PMGKAY)

AAY covers the most economically vulnerable families who are poorer than BPL (Below Poverty Line) families. The AAY card (typically yellow coloured) provides the highest food subsidy under the National Food Security Act (NFSA).

As of 2024, under PM Garib Kalyan Ann Yojana (PMGKAY), AAY families receive grain completely free (no charge even for the ₹2–3/kg portion).

Who is Eligible for AAY?

AAY is meant for the poorest of the poor — typically the bottom 2.5 crore families in India. Priority is given to:

  • Families of landless agricultural labourers
  • Marginal farmers with very small landholdings
  • Rural artisans/craftsmen — weavers, potters, cobblers, etc.
  • Slum dwellers and urban informal workers with no stable income
  • Widows and terminally ill persons with no assured means of support
  • Elderly 60+ with no family support or pension
  • Primitive tribal groups (PTGs) and Particularly Vulnerable Tribal Groups (PVTGs)
  • Disaster-affected or displaced families
  • Persons with disabilities with no income

Key eligibility points:

  • Extreme poverty — no stable income
  • Not owning significant land or property
  • Already identified as eligible through state government surveys

How to Apply for AAY Ration Card

AAY cards are not openly applied for like other cards — they are issued based on state government surveys and lists. However, if your family qualifies, you can:

Step 1: Contact Your State Food Department

  1. Visit your Gram Panchayat / Taluka / Ward office or District Food and Civil Supplies office
  2. Ask if your family can be considered for an AAY card
  3. Explain your circumstances (no stable income, no land, widow/disabled/elderly)

Step 2: Submit a Written Application

Most states have a process:

  1. Write a formal application stating why your family deserves an AAY card
  2. Attach supporting documents (see below)
  3. Submit to:
    • Rural areas: Gram Panchayat or Tehsildar
    • Urban areas: Ward officer / Municipal Food Depot

Step 3: Verification and Inclusion

  1. A government official may visit your home for verification
  2. If approved, your family is added to the AAY list
  3. AAY ration card is issued (new or existing card is upgraded to AAY category)

Frequently Asked Questions

I am very poor but don't have an AAY card. How do I get one?

Apply at your Gram Panchayat or tehsil food office with supporting documents proving extreme poverty. The process varies by state — persistence and proper documentation are key.

My family has an existing BPL card. Can we get upgraded to AAY?

Yes — if your situation qualifies, you can request an upgrade from BPL to AAY. Contact your district food and civil supplies office.

What if the fair price shop (ration shop) refuses to give me my 35 kg?

You can complain to the District Food Officer. Also, check your e-PoS transaction on the NFSA portal or call the state food helpline. Every state has a grievance cell for PDS complaints.

Does AAY card work in another state (ONORC)?

Yes — under One Nation One Ration Card (ONORC), you can use your AAY card at any fair price shop in India using your Aadhaar for authentication. Full 35 kg may be accessed from your home state; portability allows partial access.

Can a single person get an AAY card?

Yes — single elderly persons, widows living alone, or persons with disabilities living alone are among the priority groups for AAY.
