How the Scheme Works — Step by Step

Step 1: State-Wide Survey and Registration

The AP government conducts a state-wide household survey to identify and register eligible unemployed youth. Over 27.92 lakh youth registered in the initial phase, with 16.46 lakh undergoing validation as of late 2025.

Step 2: Validation

Registered candidates' educational qualifications and employment status are verified by local officials. Candidates with valid credentials proceed to the qualifying exam stage.

Step 3: Qualifying Examination

After validation, candidates appear for a qualifying examination to assess their aptitude and basic digital skills. This determines which type of work-from-home roles they are suitable for.

Step 4: Company Matching and Employment

Candidates who clear the qualifying exam are matched with companies (national and international) that have registered on the scheme portal to hire WFH employees. The government shares candidate details with these companies, who then onboard suitable candidates for remote work.

Work-from-home roles under Koushalam are primarily digital in nature, including but not limited to:
