What is Circle Rate / Guideline Value?
Circle rate (also called guideline value, ready reckoner rate, or collector rate) is the minimum property value per square foot/metre set by the state government for a specific area. No property can be registered below this rate ā even if the actual transaction value is lower.
Different states use different terms:
- Delhi, Haryana, UP: Circle Rate
- Maharashtra: Ready Reckoner Rate
- Tamil Nadu, Kerala: Guideline Value
- Karnataka: Guidance Value
- Gujarat: Jantri Rate
- Rajasthan: DLC Rate (District Level Committee Rate)
- West Bengal: Market Value
Why Circle Rate Matters
Circle rate directly affects three major financial aspects of property ownership:
1. Stamp Duty Calculation
Stamp duty is calculated on whichever is higher ā the actual sale price or the circle rate value. If you buy a property for ā¹50 lakh but the circle rate value is ā¹60 lakh, stamp duty is charged on ā¹60 lakh.
2. Capital Gains Tax (for Seller)
Under Section 50C of the Income Tax Act, if the actual sale price is less than the circle rate value, the circle rate value is deemed as the sale consideration for capital gains calculation. This can increase the seller's tax liability.
Section 50C relaxation: If the difference between actual price and circle rate is ā¤10% of the circle rate, the actual price is accepted (no deemed adjustment).
3. Tax Implications for Buyer
Under Section 56(2)(x), if a buyer purchases property below circle rate (by more than ā¹50,000), the difference is taxed as "income from other sources" in the buyer's hands.

Circle Rate vs Market Value
| Aspect | Circle Rate | Market Value |
|---|---|---|
| Set by | State government | Demand & supply |
| Updated | Annually or periodically | Constantly fluctuating |
| Purpose | Minimum for registration/tax | Actual transaction price |
| Typically | Lower than market | Higher than circle rate |
| Negotiable | No | Yes |
In most Indian cities, market values are 10-50% higher than circle rates. However, in some areas (especially after COVID or in slow markets), market values can be close to or even below circle rates.

Impact on Property Registration
When registering a property:
- Sub-Registrar checks the transaction value against circle rate
- If transaction value ā„ circle rate ā Registration proceeds normally, stamp duty on transaction value
- If transaction value < circle rate ā Registration may still proceed, but stamp duty is charged on circle rate value
- The Sub-Registrar can refuse registration if the declared value seems fraudulent
Practical Example
Buying a flat in Noida, UP:
- Flat area: 1,200 sq. ft.
- Agreed price: ā¹55,00,000
- Circle rate: ā¹50,000/sq. ft. ā Circle rate value = ā¹60,00,000
- Stamp duty calculated on: ā¹60,00,000 (circle rate value is higher)
- Stamp duty (7% for male): ā¹4,20,000
- Registration (1%): ā¹60,000
- Total registration cost: ā¹4,80,000
For the complete registration process, see our Property Registration Online guide.
Impact on Capital Gains Tax
For Seller
If you sell below circle rate (Section 50C):
- Deemed sale consideration = Circle rate value (not actual price)
- Capital gain calculated on deemed value ā Higher tax
- Exception: If difference is ā¤10% of circle rate, actual price is accepted
For Buyer
If you buy below circle rate by more than ā¹50,000 (Section 56(2)(x)):
- Difference between circle rate and actual price is taxed as income
- Tax rate: As per your income tax slab
- Example: Circle rate value ā¹60L, you pay ā¹50L ā ā¹10L is taxable income for you
For capital gains tax details, see our Capital Gains Tax India guide.
When Are Circle Rates Revised?
- Annually in most states (usually April)
- States may freeze or reduce rates during economic slowdowns (as done during COVID-19 in Maharashtra, Karnataka)
- Special revisions may happen when there's a significant gap between circle and market rates
- New areas/colonies get rates assigned when they are regularized
Important Tips
- Always check circle rate before negotiating ā Knowing the circle rate prevents overpaying and helps in tax planning
- Factor circle rate into your budget ā Even if the seller agrees to a lower price, your stamp duty will be based on the higher circle rate
- Don't register below circle rate thinking you'll save stamp duty ā this creates tax issues for both buyer and seller
- Check for recent revisions ā Circle rates change, and old information can cost you money
- Circle rate varies by floor ā In multi-storey buildings, upper floors may have different rates (higher floors = higher rates in some states)
Frequently Asked Questions
Can I buy a property below circle rate?
Yes, you can buy at any mutually agreed price. However, stamp duty will be charged on the circle rate value (if higher), and both buyer and seller may face additional income tax implications.
How often are circle rates updated?
Most states update circle rates annually (usually in April). Some states do it every 2-3 years. Maharashtra's Ready Reckoner is updated every year.
Why is circle rate different from market rate?
Circle rate is a government-set minimum for tax purposes. Market rate is determined by actual demand and supply. The government deliberately keeps circle rates below market rates in most areas, though they try to narrow the gap periodically.
Can I appeal against the circle rate?
Individual property buyers cannot appeal against circle rates. However, builders' associations and resident welfare associations can submit representations to the state government during the revision process.
Does circle rate apply to agricultural land?
Yes, but agricultural land has separate (lower) circle rates. Conversion of agricultural to residential land significantly changes the applicable circle rate.
What is the difference between circle rate and stamp duty rate?
Circle rate is the minimum property value per sq. ft. set by the government. Stamp duty rate is the percentage (e.g., 5%, 7%) applied on the property value. Stamp duty amount = Stamp duty rate Ć Property value (based on circle rate or actual value, whichever is higher).
Do circle rates differ within the same city?
Yes, significantly. In Delhi, circle rates range from ā¹15,000 to ā¹7,70,000+ per sq. m. depending on the colony category. Even within the same locality, different streets may have different rates.
