What is the Delhi BOCW Welfare Scheme?

The Delhi Building and Other Construction Workers (BOCW) Welfare Board provides multiple welfare benefits to registered construction workers in Delhi. These include cash grants, scholarships, insurance, and housing support — all for workers registered with the Delhi BOCW Board.

Who is Eligible?

You ARE eligible if:

  • You have worked in construction work in Delhi for at least 90 days in the past 12 months
  • You are between 18 to 60 years of age
  • You have registered with the Delhi BOCW Board
  • You pay the annual contribution (₹25–₹100/year — varies by category)

Who qualifies as a construction worker:

  • Mason (mistry), carpenter, iron worker
  • Painter, plumber, electrician
  • Welder, tile layer, marble/stone worker
  • Helpers and labourers at construction sites
  • Gate watchmen, drivers on construction sites

How to Register with Delhi BOCW

Step 1 — Registration Form

Download from bocw.delhi.gov.in or visit the Delhi BOCW Board office at Shram Shakti Bhawan, New Delhi.

Step 2 — Employment Proof

Get a certificate of 90 days of construction work from:

  • Your contractor, OR
  • MGNREGS job card (if applicable), OR
  • Self-declaration form with supporting evidence

Step 3 — Submit Documents

Submit to BOCW Board office or via designated registration centres:

  • Aadhaar Card
  • Photograph
  • Address proof
  • 90-day employment certificate
  • Bank passbook

Step 4 — Pay Registration Fee and Annual Contribution

Registration fee: ₹25 (one-time) Annual contribution: ₹25–₹100/year

Step 5 — Get BOCW Card

After approval, you receive your BOCW Worker Registration Card with registration number.


How to Claim Benefits

Each benefit has a separate claim process. General process:

  1. Download the relevant claim form from bocw.delhi.gov.in
  2. Fill and attach required documents (e.g., for maternity: birth certificate; for scholarship: school certificate; for marriage: marriage certificate)
  3. Submit to the Delhi BOCW Board office (Shram Shakti Bhawan, ITO)
  4. Claims are processed within 30–45 days
  5. Amount transferred to bank account via DBT

1. I work at a construction site in Delhi but live in UP. Can I register with Delhi BOCW?

Yes. BOCW registration is based on where you work (Delhi construction site) — not where you live. You can register with Delhi BOCW even if you are a migrant.

2. My son is studying in Delhi University. Can he get the scholarship?

Yes. The education scholarship covers degree-level education including Delhi University courses. Apply with his enrollment certificate and previous year's marksheet.

3. I registered but my BOCW membership lapsed because I didn't renew. What do I do?

Renew your membership by paying arrears — the board typically allows renewal with the pending annual contributions paid. Visit the BOCW office for renewal.

4. My husband died in a construction accident. What compensation do I get?

File for fatal accident ex-gratia — up to ₹5 lakh. You also get a monthly survivor pension. Bring the FIR, post-mortem, and your husband's BOCW card to the BOCW office.

5. Is the Delhi BOCW Board different from UP BOCW (UPBOCW)?

Yes. Each state has its own BOCW Board. If you work in Delhi, register with Delhi BOCW. If you work in UP, register with UPBOCW. Workers cannot claim from both simultaneously for the same period.
