What is Jagananna Housing Scheme?

Jagananna Housing Scheme (part of YSR Navaratnalu welfare programme of Andhra Pradesh) provides free permanent houses to homeless and houseless families living in AP. Unlike PM Awas Yojana (which requires land ownership), Jagananna Housing can also provide land + house to completely landless families.

Area Minimum 288 square feet (built-up)
Cost Completely free — no down payment
Land 1.5 cents (if landless, in some cases)
Amenities included Electricity connection, piped water, RERA approval
Construction Contractor-built to government standards

Who is Eligible?

  • Andhra Pradesh resident (domicile)
  • Family does not own a pucca house (homeless / living in kutcha hut)
  • Family not received any state/central housing scheme benefit before
  • Priority to:
    • SC/ST families
    • Fishermen, weavers, differently-abled
    • Women-headed households, widows
    • Families from most backward economic groups

Survey and Identification Process

Unlike most schemes where you apply yourself, Jagananna Housing uses a door-to-door survey approach:

  1. Village Volunteers (AP's grassroots welfare workers) survey every household
  2. Eligible families are identified based on house quality and ownership
  3. Identified families are added to the beneficiary list
  4. Beneficiaries are informed via Village Volunteer and gram panchayat

What If You Are Not Yet on the List?

If you believe you are eligible but not on the list:

Step 1 — Contact Village Volunteer

Your local Village Volunteer (VV) is the first point of contact. They maintain the beneficiary database and can check your status.

Step 2 — Approach Ward/Village Secretariat

Visit your AP Ward/Village Secretariat — every village in AP has one. Request to be added to the Jagananna Housing beneficiary list.

Step 3 — Navaratnalu Portal

Check status at navaratnalu.ap.gov.in:

  • Enter Aadhaar number
  • View if your family is on the housing list
  • Check house allotment status

Construction Process

Once allotted:

  1. House plot is identified (your existing land or government-provided land)
  2. Construction begins by empanelled contractor
  3. Construction in stages — slab, walls, roof, finishing
  4. Your Aadhaar-linked account receives payments for construction supervision
  5. You do not pay anything — construction is fully government-funded
  6. After completion, you receive the house patta (ownership document)

Frequently Asked Questions

1. I live in a thatched hut on my own small plot. Am I eligible for Jagananna Housing?

Yes. If your house is a kutcha structure (thatched/mud) on your own plot, you are eligible for house construction under the scheme. Your existing plot is used; the government builds the pucca house on it for free.

2. I am a widow living in a rented room with two children. How do I get a Jagananna house?

Contact your Village Volunteer (VV) immediately. Widows are a priority category. The VV will check your eligibility and add you to the beneficiary list. Also visit the Village Secretariat to request formal enrollment.

3. I checked navaratnalu.ap.gov.in and my name is on the list. What happens next?

Your Village Volunteer will inform you about plot selection (if landless) or confirm your existing plot. Construction will begin after administrative process. Timelines depend on district-wise progress.

4. Is this scheme for rural areas only or urban too?

Jagananna Housing covers both rural (gram panchayat) and urban (municipality) areas. In urban areas, eligible families are identified by ward volunteers through the same survey process.

5. Can I get extra money for building a larger house?

No. The scheme provides a standard house of minimum 288 sq ft with 3 rooms + toilet. You cannot get extra funds for a larger house under this scheme. Any expansion beyond the standard design must be done at your own cost.
