What is Janani Suraksha Yojana?

Janani Suraksha Yojana (JSY) is a safe motherhood intervention under the National Health Mission (NHM). It promotes institutional delivery among BPL (Below Poverty Line) and low-income women by providing a cash incentive directly to the mother when she delivers at a government hospital or accredited private hospital.

The scheme was launched in 2005 and has helped reduce maternal mortality by encouraging delivery in safe medical settings.

Who is Eligible?

All States (High Performance States — HP):

  • Bihar, Jharkhand, MP, Rajasthan, UP, Uttarakhand, Odisha, J&K, Himachal Pradesh, Chhattisgarh
  • All women who deliver in a government health facility are eligible (no income limit in LPS states for government hospital delivery)

Other States (Low Performance States — LPS):

  • BPL certificate or Antyodaya card holders
  • SC/ST women
  • Women aged below 19 years

Tip: In most Hindi-belt states (UP, Bihar, Rajasthan, MP, etc.) — which are LPS states — a woman gets ₹1,400 for rural delivery and ₹1,000 for urban delivery at a government hospital. No BPL card required in these states.

How to Apply / Get JSY Benefit

JSY is not a formal "apply online" scheme — it works through the healthcare system:

  1. Register your pregnancy at the nearest government Sub-Centre / Primary Health Centre (PHC) / ASHA worker
  2. Attend antenatal checkups (ANC) at least 3 times during pregnancy (helps ASHA worker update your records)
  3. Deliver at a government hospital — Government PHC, CHC, District Hospital, or accredited private hospital
  4. At the time of delivery, the hospital staff / ASHA worker registers your delivery in the JSY system
  5. Cash is given within 7 days of delivery — either by the hospital or via bank transfer through the ASHA worker

Important: The amount is given to the mother (not the ASHA worker). ASHA workers receive a separate incentive for facilitating institutional delivery.

Documents Required

  1. Aadhaar card (or any government photo ID if Aadhaar not available)
  2. BPL card / Ration card (required in LPS states for some cases)
  3. MCP (Mother and Child Protection) card — issued during antenatal registration
  4. Bank account details (if payment is by bank transfer)

In many rural areas, cash is given directly at the hospital. Keep your Aadhaar and MCP card with you at the time of delivery.

Both schemes can be availed simultaneously for the first child. Apply for PMMVY early in pregnancy (via Anganwadi / pmmvy.wcd.gov.in).

Frequently Asked Questions

I delivered at a private hospital. Can I get JSY?

Only if the private hospital is accredited by NHM (NABH or equivalent). Delivery at unaccredited private hospitals does not qualify for JSY.

I delivered at home (home birth). Am I eligible?

No — JSY is specifically for institutional delivery. Home births are not covered. However, in some remote areas with no health facility, exceptions may apply.

Will I get both JSY and PMMVY?

Yes — both are independent schemes. PMMVY is for all pregnant women (1st child); JSY is for institutional delivery. You can and should avail both.

My ASHA worker said she will collect the JSY money for me. Is this correct?

The JSY cash benefit belongs to the mother — the ASHA worker should hand over the full amount to you. ASHA workers receive a separate NHM incentive for their facilitation role. Report any ASHA worker taking your JSY money to the District CMO.

I am pregnant for the second or third time. Am I eligible?

Yes — JSY has no restriction on birth order in LPS (high performance) states. For LPS (other) states, it is generally for the first two live births.

How long does it take to receive the payment?

Cash is typically given within 7 days of delivery for cash-based payments, or within 30 days if bank transfer. If not received, contact the hospital MOIC (Medical Officer In-Charge).
