What is Karnataka Suvarna Gramodaya?

Suvarna Gramodaya (Golden Village Development) is Karnataka government's integrated rural development programme that provides comprehensive infrastructure upgrades to selected backward villages and talukas — roads, drinking water, electricity, sanitation, and public facilities — as a package.

Rather than single-sector grants, Suvarna Gramodaya takes a holistic approach to transform lagging villages into model villages with all basic amenities.

Target Areas

Suvarna Gramodaya focuses on:

Selection is done by the Department of Rural Development and Panchayat Raj (RDPR).

Village residents as a whole — not individual applicants. The benefits go to the community:

How Residents Can Access Benefits

Since this is a gram panchayat / village-level programme, individual residents cannot apply directly. However:

Step 1 — Gram Sabha

Participate in your village's Gram Sabha meetings. Bring up unmet needs (water, road, sanitation).

Step 2 — Gram Panchayat Resolution

The Gram Panchayat passes resolutions on priority works and submits to taluka/district.

Step 3 — RDPR Approval

If the village is in the Suvarna Gramodaya list, RDPR sanctions works and allocates funds. Works are executed by Gram Panchayat or government agencies.

Step 4 — Monitor Progress

Check work status at rdpr.karnataka.gov.in or Karnataka's Gram Panchayat portal.


Complaint/Grievance if Work is Not Done

If a sanctioned Suvarna Gramodaya project is not executed:

  1. Complain to Taluk Panchayat Executive Officer (TPEO)
  2. Escalate to Zilla Panchayat CEO
  3. Use Karnataka's public grievance portal or contact MLA/MLCs office

1. My village is backward. How do I get selected under Suvarna Gramodaya?

Selection is based on government criteria (backward taluka list, SC/ST concentration, baseline survey). The Gram Panchayat should raise demands at the district level. If your taluka is already in the backward list, push through the Gram Panchayat for project proposals.

2. Roads were supposed to be built in our village under Suvarna Gramodaya but nothing happened. Who do I contact?

Contact the Gram Panchayat secretary first. If the work was sanctioned and funds released but not used, escalate to the TPEO (Taluka Panchayat Executive Officer). You can also file a complaint at the Karnataka Jan Sevaka (Sakala) portal.

3. Is Suvarna Gramodaya the same as PM Gram Sadak Yojana (PMGSY)?

No. PMGSY (central scheme) builds all-weather roads to connect habitations above 250 population. Suvarna Gramodaya (state scheme) is a comprehensive programme for backward villages covering all amenities, not just roads.

4. Can I see the list of works sanctioned in my gram panchayat?

Yes. Visit rdpr.karnataka.gov.in and look for the gram panchayat progress section. Work lists, expenditure, and photos are available for transparency.

5. Is there a cash benefit for individual residents under this scheme?

No. Suvarna Gramodaya provides community infrastructure — there is no individual cash benefit. For personal financial assistance, look at Karnataka's social welfare schemes (pensions, scholarships, health insurance).
