What is Mamata Yojana?

Mamata Yojana is a conditional cash transfer maternity benefit scheme launched by the Government of Odisha under the Women and Child Development (WCD) Department. The scheme provides ₹5,000 in financial assistance to pregnant and lactating women to improve maternal and child health outcomes, promote institutional delivery, and ensure proper nutrition during pregnancy.

The scheme was launched in September 2011 and has since benefited lakhs of pregnant women across Odisha. Mamata Yojana works alongside the central Pradhan Mantri Matru Vandana Yojana (PMMVY) to ensure comprehensive maternity support.

Who is Eligible?

Eligible Women

  • Pregnant women aged 19 years and above residing in Odisha
  • Benefits available for first two live births
  • Must register at the nearest Anganwadi Centre (AWC)
  • Must complete the prescribed ante-natal check-ups

Conditions for 1st Installment (₹3,000)

  • Registration at Anganwadi Centre within the 1st trimester
  • Received at least 2 ante-natal check-ups (ANC)
  • Received IFA (Iron Folic Acid) tablets
  • Received at least 1 TT (Tetanus Toxoid) injection

Conditions for 2nd Installment (₹2,000)

  • Institutional delivery (at hospital/health centre) or home delivery attended by skilled birth attendant
  • Child birth registered
  • Child received BCG, OPV, and Pentavalent-1 vaccinations
  • Exclusive breastfeeding for first 6 months (self-declaration)
  • Mother attended at least 2 growth monitoring sessions at AWC

Who is NOT Eligible

  • Government employees (Central/State)
  • Women receiving similar benefits from other state maternity schemes (double-dipping not allowed, though JSY is separate)
  • Women with more than 2 living children

Documents Required

  • Aadhaar Card of the pregnant woman
  • Bank passbook (Aadhaar-linked account in woman's name)
  • MCH (Mother and Child Health) Card from Anganwadi/hospital
  • Ration Card or BPL certificate
  • Residence proof — Voter ID or any address document
  • Age proof — Birth certificate, Aadhaar, or school certificate
  • ANC registration slip from the health centre
  • Passport-size photographs (2 copies)

How to Apply

Registration Process

  1. Visit the nearest Anganwadi Centre (AWC) as soon as pregnancy is confirmed
  2. Meet the Anganwadi Worker (AWW) and inform about pregnancy
  3. Complete the Mamata registration form with personal and pregnancy details
  4. Submit copies of Aadhaar Card and bank passbook
  5. Get registered in the AWC register and receive the MCH Card
  6. The AWW will enter your details in the MIS (Management Information System)
  7. Attend regular ante-natal check-ups as scheduled

For 1st Installment

  1. Complete at least 2 ANC visits
  2. Take IFA tablets as provided
  3. Get at least 1 TT injection
  4. The Anganwadi Worker will submit your claim through the MIS
  5. ₹3,000 will be credited to your bank account via DBT

For 2nd Installment

  1. Ensure institutional delivery or skilled birth attendance
  2. Register the child's birth
  3. Complete BCG, OPV, and Pentavalent-1 vaccinations for the baby
  4. Attend growth monitoring sessions at AWC
  5. The AWW will verify conditions and submit the claim
  6. ₹2,000 will be credited to your bank account via DBT
