What is KALIA Yojana?
KALIA (Krushak Assistance for Livelihood and Income Augmentation) is a flagship agricultural welfare scheme of the Government of Odisha, launched in December 2018. The scheme provides financial assistance to small and marginal farmers, landless agricultural labourers, and vulnerable cultivators across Odisha.
Unlike loan-waiver schemes, KALIA focuses on direct income support to farmers, helping them purchase seeds, fertilizers, equipment, and meet other agricultural needs. The scheme has benefited over 50 lakh farmers and is one of the most comprehensive state-level farmer assistance programs in India.
Who is Eligible?
Category A: Small and Marginal Farmers
- Farmers owning up to 5 acres of agricultural land
- Must be a resident of Odisha
- Must be an active cultivator (land must be used for farming)
Category B: Landless Agricultural Households
- Agricultural labourers who do not own cultivable land
- Engaged in agricultural activities as labourers, sharecroppers, or fishermen
- Must be a resident of Odisha
Category C: Vulnerable Agricultural Households
- Aged, disabled, or diseased farmers unable to cultivate
- Landless labourers in vulnerable conditions

- Government employees (current or retired) and their families
- Income tax payers
- Professionals like doctors, engineers, lawyers, architects registered with professional bodies

Step-by-Step Application Process
Online Application
- Visit the KALIA portal at kalia.odisha.gov.in
- Click on "New Application" or "Online Apply"
- Enter Aadhaar number for verification
- Fill the application form — personal details, land details, bank details
- Upload documents (land records, Aadhaar, photograph)
- Select your category (small farmer / landless / vulnerable)
- Submit and save the application reference number
- Check status on the portal using your Aadhaar or reference number
Offline Application
- Visit the nearest Gram Panchayat office or Block Development Office
- Collect the KALIA application form (free of cost)
- Fill the form with accurate details
- Attach photocopies of all required documents
- Submit to the Block Development Officer (BDO) or Gram Panchayat Secretary
- Collect acknowledgement receipt
- Verification will be done by Block and District level committees
