What is Punjab Mukhyamantri Solar Pump Yojana?

Mukhyamantri Solar Pump Yojana is Punjab government's scheme to encourage solar energy-based irrigation among farmers, reducing dependence on electricity (and subsidized electricity load on the grid). Eligible farmers receive 60โ€“80% subsidy on installation of solar pumps (3HP to 10HP capacity) for agriculture use.

Key Benefits

Feature Details
Subsidy 60% for general category; 80% for SC/ST/small farmers
Pump capacity 3HP, 5HP, 7.5HP, 10HP solar pumps
What's installed Solar panel + pump motor + controller (complete system)
Electricity saving No grid electricity bills for irrigation
Water source Can be used with tube wells, open wells, ponds
Warranty 5 years on solar panels; 2 years on pump motor

Solar Pump Capacity vs Farmland

Pump Size Recommended Farmland
3HP Up to 2.5 acres (vegetable, horticulture)
5HP 2.5โ€“5 acres (paddy, wheat)
7.5HP 5โ€“10 acres
10HP 10+ acres

Who is Eligible?

  • Punjab farmer with agricultural land
  • Land in own name / co-cultivator on jamabandi
  • No existing electricity pump connection at the same field (scheme is for new solar pumps OR replacement of diesel pumps)
  • Not already received solar pump under PM KUSUM or other central scheme in the last 5 years

Priority:

  • Small and marginal farmers (up to 5 acres) โ€” get 80% subsidy
  • SC/ST farmers โ€” 80% subsidy
  • General large farmers โ€” 60% subsidy

Documents Required

  1. Aadhaar card
  2. Jamabandi / Fard โ€” land ownership proof showing field location
  3. Khasra number of the field where pump will be installed
  4. Bank passbook (Aadhaar-linked)
  5. Caste certificate (for SC/ST applicants)
  6. Photograph of field and water source

How to Apply

Step 1 โ€” Online Application

Visit agripb.gov.in โ†’ Solar Pump Scheme:

  • Register/login
  • Fill field details (khasra, area, water source type)
  • Select pump capacity required
  • Upload documents
  • Submit application

Step 2 โ€” Block Agriculture Office Verification

The Block Agriculture Officer (BAO) visits the field to verify:

  • Land ownership
  • Water source availability (tube well / open well)
  • Suitability for solar pump

Step 3 โ€” Demand Draft / Contribution

Farmer pays their 20โ€“40% share (depending on category) as demand draft to the empanelled vendor.

Step 4 โ€” Installation

Empanelled vendor (tie-up with Punjab Agriculture Dept) installs the complete solar pump system:

  • Solar panels fixed on mounting structure
  • Pump motor connected
  • Controller and starter installed

Step 5 โ€” Subsidy Credit

Government pays the subsidy (60โ€“80%) directly to the vendor. No subsidy amount comes to farmer โ€” vendor provides the system at farmer's share price.

Frequently Asked Questions

1. I use a diesel pump for irrigation. Can I switch to solar under this scheme?

Yes. Replacing diesel pumps with solar is one of the objectives. Apply with your field details โ€” diesel pump users are eligible as they don't have an electricity pump at the field.

2. My well is 200 feet deep. Is a solar pump effective at that depth?

Solar submersible pumps work well for depths up to 200โ€“300 feet with appropriate HP. Select 5HP or 7.5HP pump โ€” the BAO will recommend the right capacity based on your well and land area.

3. Can I use the solar pump for non-irrigation use (home electricity)?

No. The scheme is specifically for agricultural irrigation. The pump is connected to the borewell/tube well. Using solar energy for home purposes through this scheme is not permitted.

4. What happens during monsoon when I don't need irrigation?

Solar panels generate electricity even in monsoon (though at lower efficiency on cloudy days). During non-irrigation periods, the pump simply stays off โ€” no cost incurred and no waste.

5. How is this different from PM KUSUM scheme?

PM KUSUM Component B is the central government solar pump scheme (3-7.5HP) with 60% subsidy. Punjab CM Solar Pump Yojana is the state-level top-up scheme with additional state subsidy (especially for SC/small farmers reaching 80%). Both may be combined for maximum benefit โ€” check with the agripb.gov.in portal.
