What is Bihar Aaksmik Fasal Yojana?

Bihar Aaksmik Fasal Yojana (Emergency/Contingency Crop Scheme) is activated when delayed monsoon or drought conditions prevent normal Kharif crop sowing in Bihar. The scheme distributes free alternative seeds to farmers so they can still cultivate a shorter-duration crop and avoid a complete income loss.

It is a part of Bihar's Agriculture Contingency Plan under the Agriculture Department.

When is This Scheme Activated?

The scheme is activated when:

• Monsoon rains are delayed by 4+ weeks beyond normal
• Districts officially declare drought/moisture stress conditions
• The district's Agricultural Contingency Plan is invoked

Not active in all years — activated only in drought/stress years.

What Seeds Are Provided?

Free seeds of short-duration, drought-tolerant alternative crops:

Seeds are of certified/quality varieties from Bihar State Seed Corporation.

Who is Eligible?

All farmers registered in Bihar with:

• Land in the drought-affected district
• Registration on dbtagriculture.bihar.gov.in
• Land area minimum 0.5 acre and maximum up to 2 acres per scheme

Priority to small and marginal farmers (up to 2 hectares).

How to Apply

Step 1 — Check District Notification

When drought conditions are declared, the Bihar Agriculture Department notifies which districts are covered and sets an application window (usually 7–14 days).

Check notifications at dbtagriculture.bihar.gov.in or on local District Agriculture Office notice boards.

Step 2 — Online Application

Go to dbtagriculture.bihar.gov.in:

• Login with your registered mobile number (DBT registered farmers)
• Click "Aaksmik Fasal Yojana"
• Select district, block, panchayat, land details
• Enter area to be covered
• Submit application

Step 3 — Verification

Block Agriculture Officer (BAO) verifies the application and land records.

Step 4 — Seed Distribution

Approved farmers collect seeds from the designated seed distribution centre (usually a Panchayat or krishi seva kendra). No cash payment required.

1. Monsoon was late in my district. How do I know if the scheme is activated?

Visit dbtagriculture.bihar.gov.in or call the Kisan Help Line: 18001801551 (toll-free). You can also check at your block's Krishi Vikas Prabhari or BAO office.

2. My name is not on dbtagriculture.bihar.gov.in. Can I still apply?

You need to first register on the Bihar DBT Agriculture portal. Without registration, you cannot apply online. Visit your nearest Common Service Centre (CSC) or block agriculture office for immediate registration help.

3. I already sowed paddy. Can I still get the free seeds?

Aaksmik Fasal Yojana is for farmers who could NOT sow due to drought. If paddy is already sown, you are not eligible for alternative crop seeds under this scheme.

4. How much seed will I get for 1 acre?

Quantity depends on the crop and district. For short-duration paddy, typically 8–10 kg/acre. For pulses (arhar, moong), 5–6 kg/acre. Check the specific scheme notification for your district.

5. Is this different from PM Fasal Bima Yojana (crop insurance)?

Yes. PM Fasal Bima provides compensation for crop loss. Aaksmik Fasal Yojana provides free alternative seeds to avoid crop failure in the first place. You can benefit from both.
