What is RTPS Bihar?

RTPS (Right to Public Services) is Bihar's online portal for applying for government certificates from the comfort of your home. The portal serviceonline.bihar.gov.in lets you apply for:

• Caste Certificate (Jaati Praman Patra)
• Income Certificate (Aay Praman Patra)
• Residence/Domicile Certificate (Niwas Praman Patra)
• Birth Certificate (Janm Praman Patra)
• Death Certificate (Mrityu Praman Patra)
• Character Certificate and other revenue documents

The RTPS Act guarantees delivery of these certificates within the specified time limit. You can track your application status online, download the certificate, and verify it digitally — no physical visit needed in most cases.

How to Apply Online — Step by Step

For Caste, Income, and Residence Certificates

1. Go to serviceonline.bihar.gov.in
2. Click "Apply for Services" → "View All Available Services"
3. Search for the certificate you need:
   • "Caste Certificate" for OBC/SC/ST category certificate
   • "Income Certificate" for annual income certificate
   • "Residential Certificate" for domicile/address certificate
4. Click on the service → "Apply"
5. Register if new user: click "Login" → "Don't have an account? Register"
   • Fill name, mobile, email, create password
6. Log in and fill the application form:
   • Personal details (name, father's name, address)
   • Category/caste details (for caste certificate)
   • Annual income details (for income certificate)
   • Current residential address proof
7. Upload supporting documents (see below)
8. Submit — you'll get an Application Reference Number
9. Track status with this reference number

For Birth and Death Certificates

1. Go to serviceonline.bihar.gov.in → "Birth/Death Registration"
2. Or go directly to edistrict.bih.nic.in for hospital-issued births
3. For hospital births: the hospital should have registered the birth — search by name/date
4. For home births older than 1 year: apply at your local municipality/panchayat office with an affidavit

2. Click "Track Application Status"
3. Enter your Application Reference Number (received after submission)
4. OR enter your OTP-verified mobile number to see all applications
5. Status shows: Submitted → Under Verification → Approved → Certificate Ready

How to Download the Certificate

1. Log in to serviceonline.bihar.gov.in
2. Go to "My Applications" or "Track Status"
3. Once status shows "Approved" or "Issued" — click "Download Certificate"
4. The certificate is digitally signed and verifiable
5. Verify authenticity: Anyone can scan the QR code on the certificate to verify its genuineness

Digitally signed certificates from the portal are legally valid and accepted by all government departments, banks, and institutions in Bihar.

Common Problems and Solutions

Application pending for more than 15 days

→ File a complaint via RTPS appeal: serviceonline.bihar.gov.in → "File Grievance" OR visit the SDO/Circle Officer's office directly with your reference number.

Certificate rejected — name mismatch

→ The name on Aadhaar must match what you entered. Correct the name in one of the documents first, then re-apply.

Not receiving OTP on mobile

→ Ensure you enter the mobile number linked to your Aadhaar. If your mobile changed, first update it at the Aadhaar Centre, then re-apply.

Application shows "objection raised"

→ The verifying officer has raised a query. Log in → check the objection message → upload the required document online.

Birth certificate not found in database

→ For births before 2000 or home births, the record may not be in the system. Visit your local municipality/Nagar Panchayat/Block office with an affidavit and complete the late registration process.

Frequently Asked Questions

Is a physical visit to the SDO office required?

No — for online applications, the certificate is issued digitally after verification. A physical visit is only needed if additional original documents are requested for verification.

How long is a caste certificate valid?

Caste certificates for SC/ST are permanent (issued once, valid for life). OBC certificates may have a validity of 3–5 years and need renewal for certain purposes. Check the validity printed on your certificate.

Can I get a caste certificate if I was born in another state but living in Bihar?

You need to apply in the state of your origin (the state where your community is listed in that state's OBC/SC/ST list) and also get a Bihar residential certificate for Bihar-specific schemes.

My grandfather was OBC but we never got a caste certificate. Can I still apply?

Yes — you can apply with a self-declaration affidavit and supporting family documents (voter ID, ration card, old school records showing caste). The SDO will verify and issue the certificate.

Is the income certificate from Bihar accepted outside Bihar?

For central government scholarships (like NSP) and central exams, the income certificate from any state's revenue department is accepted.
