What is Pradhan Mantri Gram Sadak Yojana (PMGSY)?

Pradhan Mantri Gram Sadak Yojana (PMGSY) is a Government of India scheme to provide all-weather road connectivity to unconnected rural habitations. The scheme funds:

  • Construction of new roads from the nearest existing road to unconnected villages
  • Upgradation of existing rural roads to all-weather standards
  • PMGSY-III (ongoing): Consolidation of Rural Road Network

Under PMGSY, over 7.5 lakh km of rural roads have been built since 2000, connecting 99%+ of eligible habitations with populations above 500 in plain areas and 250 in hilly/tribal areas.

Who is This For?

PMGSY is not an individual benefit scheme โ€” it is an infrastructure programme for communities. If your village/habitation:

  • Has 500+ population (plain areas) or 250+ population (hilly/tribal/coastal/desert)
  • Is not connected with an all-weather road to a market, school, or health centre

Your panchayat/gram sabha can make a representation to the District Collector to get the road sanctioned.


How to Get Your Village's Road Sanctioned

Step 1 โ€” Gram Sabha Resolution

The Gram Sabha passes a resolution requesting connectivity under PMGSY. All villagers can attend this meeting.

Step 2 โ€” Submit to Block / District

The Gram Pradhan submits the resolution and population proof to the Block Development Officer (BDO) and District Collector.

Step 3 โ€” PMGSY Survey and Planning

The State Rural Roads Development Agency (SRRDA) surveys the proposed route and includes it in the Core Network โ€” the official database of roads eligible for PMGSY funding.

Step 4 โ€” DPR Preparation and Tender

If approved and funds are available:

  • Detailed Project Report (DPR) is prepared by the state
  • Tender is floated and contractor appointed

Step 5 โ€” Construction and Monitoring

Construction is monitored through:

  • OMMS portal (omms.nic.in) โ€” real-time tracking
  • National Quality Monitor inspections
  • Satellite-based road monitoring

Track Your Village Road on OMMS

The Online Management, Monitoring and Accounting System (OMMS) allows anyone to:

  1. Go to omms.nic.in
  2. Click on "Road Details" or "Track your Road"
  3. Select your State โ†’ District โ†’ Block โ†’ Habitation
  4. View sanctioned roads, construction progress, photographs, and completion status

Raise a Complaint About Road Quality

If a PMGSY road in your area is:

  • Not built as per specifications
  • Damaged soon after construction
  • Roads not being maintained within the 5-year maintenance period

1. My village has only 200 people. Are we eligible for PMGSY?

Plain area habitations need 500+ population. However, in hilly, tribal, desert, or coastal areas the threshold is 250+. Check with your Block Development Officer โ€” some states have state-funded programmes for smaller habitations.

2. The PMGSY road for our village was sanctioned 2 years ago but construction hasn't started. What can we do?

Track the status at omms.nic.in. If sanctioned but not started, file a complaint with the SRRDA (State Rural Roads Development Agency) and the District Collector. You can also send a written representation to the MP/MLA.

3. Our road was built 2 years ago but is already broken. Who is responsible?

Contractors are responsible for 5 years of maintenance post-construction. File a complaint on omms.nic.in โ†’ Grievance section or contact the District Programme Implementation Unit (DPIU).

4. Can a private individual apply for PMGSY road?

No. PMGSY roads are sanctioned through the official planning process (Core Network, DPR, state approval). Individual applications are not accepted. The Gram Sabha and Panchayat must initiate the request.
