What is Jal Jeevan Mission?

Jal Jeevan Mission (JJM) is a flagship programme of the Government of India launched on 15th August 2019. The mission aims to provide safe and adequate drinking water through individual household tap connections (FHTC — Functional Household Tap Connection) to every rural household in India by 2024.

The mission is implemented by the Department of Drinking Water and Sanitation under the Ministry of Jal Shakti. It follows the principle of "Har Ghar Jal" — water to every home.

Key Features

  • Target: Provide tap water to all rural households (approximately 19 crore families)
  • Supply standard: 55 litres per capita per day (LPCD)
  • Water quality: Regular testing and monitoring through NABL-accredited labs
  • Community participation: Village Water and Sanitation Committees (VWSC) play a central role
  • Funding: 90:10 (Centre:State) for Himalayan and NE states; 50:50 for other states; 100% Central for UTs
  • Budget: Over ₹3.6 lakh crore total outlay

Progress So Far

Since launch, the mission has provided tap water connections to over 14 crore rural households. Several states like Goa, Telangana, Haryana, Gujarat, and Punjab have achieved 100% household tap water coverage.

Who is Eligible?

  • All rural households without a piped water connection
  • Priority given to:
    • SC/ST dominated habitations
    • Aspirational districts
    • Quality-affected areas (arsenic, fluoride contamination)
    • Drought-prone and desert areas
    • Sansad Adarsh Gram Yojana villages
    • JE/AES affected areas

There is no income or caste restriction — every rural household is eligible.

How to Apply for Tap Water Connection

Through Gram Panchayat

  1. Contact your Gram Panchayat — the primary agency for implementation
  2. Submit application — written request to Sarpanch or Gram Panchayat secretary
  3. Village Water & Sanitation Committee (VWSC) reviews the application
  4. Gram Sabha approval — applications are discussed and approved in Gram Sabha meetings
  5. Connection provided — once the village water supply scheme is ready

Through State Portal

Some states have online portals for water connection requests:

  1. Visit your state's Jal Jeevan Mission or Public Health Engineering Department website
  2. Register with mobile number and Aadhaar
  3. Fill in household details and address
  4. Submit application online
  5. Track status through the portal

Through the JJM Dashboard

  1. Visit ejalshakti.gov.in/jjmreport
  2. Check your village/district status
  3. If your village is covered under an ongoing scheme, contact Gram Panchayat for individual connection

Documents Required

  • Aadhaar card of the household head
  • Ration card or family details
  • Address proof — voter ID or any document showing rural address
  • Bank account details (for any subsidy component)
  • Photograph of the applicant

In many cases, the Gram Panchayat already has household data from surveys, so minimal documentation is needed.

What Happens After Application?

  1. Survey: Gram Panchayat/VWSC conducts a household survey
  2. Scheme planning: If no water supply scheme exists, a new one is planned for the habitation
  3. Infrastructure work: Water source development, treatment plant, pipeline network, overhead tank construction
  4. Individual connection: Tap connection provided from the distribution network to your home
  5. Water quality testing: Regular testing at source and delivery point

Charges and Fees

  • Connection is generally free under JJM for BPL/SC/ST/marginalized households
  • Some states charge a nominal connection fee of ₹100-500
  • Monthly water charges may apply (₹30-100 per month) to cover operation and maintenance
  • Village Water & Sanitation Committee decides the user charges through Gram Sabha

How to Check Status

Online

  1. Visit ejalshakti.gov.in/jjmreport/JJMIndia.aspx

Water Quality Monitoring

JJM emphasizes water quality through:

  • WQMS (Water Quality Management System) — field test kits provided to every village

  • 5 women per village trained to test water quality using FTK (Field Testing Kits)
  • Community can report water quality issues through the JJM app

Frequently Asked Questions

Is Jal Jeevan Mission only for rural areas?

Yes, JJM covers only rural areas. For urban areas, there is a separate scheme called Atal Mission for Rejuvenation and Urban Transformation (AMRUT) which covers urban water supply.

Is the tap water connection free?

For most households, especially BPL, SC/ST, and marginalised communities, the connection is free. Some states may charge a nominal fee. Monthly user charges for operation and maintenance may apply.

What if my village doesn't have a water supply scheme?

Under JJM, all habitations are planned for coverage. Contact your Gram Panchayat or Block Development Officer to know the timeline for your village. You can also check on the eJalShakti dashboard.

Can I get a connection if I already have a hand pump?

Yes, JJM provides piped tap water connections even if you have a hand pump. The mission aims to replace unreliable sources with regular piped supply.

What is the water quality standard?

Water supplied under JJM meets BIS (Bureau of Indian Standards) IS 10500 drinking water standards. Regular testing is done at village level and district labs.

Who maintains the water supply system?

The Village Water & Sanitation Committee (VWSC) or Pani Samiti is responsible for operation and maintenance at the village level, funded through user charges and Gram Panchayat funds.
