What is MGNREGS?
Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), also known as MGNREGA or NREGA, is a central government scheme that legally guarantees 100 days of unskilled manual work per year to every rural household in India whose adult members are willing to do unskilled manual work.
The scheme is a legal right — if the government cannot provide work within 15 days of demand, the applicant is entitled to an unemployment allowance. Payment is made directly to the worker's bank account within 15 days of work completion.

Who is Eligible?

Urban residents are not eligible. MGNREGS is only for rural areas. Workers in towns and cities should check PM SVANidhi (street vendors) or urban employment schemes.
How to Get a Job Card (Rozgar Panjika)
The Job Card is your official MGNREGS identity. Without it, you cannot get work.
Application process:
- Visit your Gram Panchayat office with:
- Aadhaar card (all adult family members)
- Bank account details (your own account)
- Passport-size photographs of all adult members
- Application form (available at gram panchayat)
- The Gram Panchayat is mandated to issue the Job Card within 15 days of application
- Job Card contains: photo, name, address, MGNREGS registration number, bank account
- It is free of cost — do not pay anyone for getting a job card
Online registration: Many states now allow online job card applications via their state NREGASoft portals (e.g., UP, Bihar). Check your state's rural development department website.
How to Demand Work (Rozgar Maango)
After getting your Job Card:
- Submit a written work demand application at your Gram Panchayat
- Clearly state: "I/We demand work for ___ days from (date)"
- The Gram Panchayat must provide work within 15 days from the date of demand
- If they cannot, they must give an unemployment allowance (typically 25% of minimum wage for first 30 days, 50% thereafter)
- Work will be assigned at a site within 5 km of your village
Keep a copy of your written demand. The date stamp matters for the 15-day deadline.
Types of Work Under MGNREGS
- Water conservation: Pond desilting, check dams, watershed management
- Rural roads: All-weather connectivity roads, farm roads
- Land development: Terracing, bunding, drains for farmland
- Agriculture: Irrigation canals, soil conservation for small farmers
- Rural infrastructure: Anganwadi buildings, school toilets, playgrounds
- Plantation: Social forestry, afforestation, fruit orchards
- Individual works: Wells, ponds, vermicompost pits, cattle sheds for SC/ST/BPL
Payment — How and When
- Wages are calculated based on work measurement (by the Mate/Rozgar Sevak)
- Wages are paid within 15 days of work completion
- Payment is directly to your bank account (Aadhaar-linked preferred)
- If payment is delayed beyond 15 days, you are entitled to a delay compensation (0.05% of wages per day of delay)
How to Check MGNREGS Payment Status Online
At nrega.nic.in:
- Go to nrega.nic.in
- Select your state → district → block → panchayat
- Click "Job Card" → search your name
- View your work history and payment status
UMANG App:
- Download UMANG → search "MGNREGA" → enter job card number → view payments
Bank Passbook:
- Wages are credited as "MGNREGS" or "NREGA" in your passbook
Grievance — If Work/Payment is Denied
If work not given within 15 days:
- Ask for written order of rejection/postponement
- Apply for unemployment allowance in writing to Gram Panchayat
If payment not received:
- Check payment status on nrega.nic.in
- File online grievance at nrega.nic.in → "Public Grievance"
- Contact the District Programme Coordinator (DPC) at your district collectorate
- Escalate to state ombudsman (MGNREGA has a mandatory social audit and ombudsman system)
Social Audit: MGNREGS is the only scheme with mandatory social audits — the community reviews all work done and payments made at a public meeting. You can raise objections during the social audit.
Frequently Asked Questions
Can I demand work at any time of the year?
Yes — work can be demanded any time in the financial year (April–March). However, applications after March have no guarantee and carry over to the next year.
Can all adult family members work under MGNREGS?
Yes — all adult members listed on the Job Card can work. The 100-day guarantee is per household, not per person. Multiple family members can work simultaneously, but total days cannot exceed 100 in a financial year.
I live in a small town. Am I eligible?
No — MGNREGS is only for rural areas as defined by the government. Residents of municipalities/town panchayats/municipal councils are not eligible.
What is the role of the Rozgar Sevak / Mate?
The Mate is a local MGNREGS worker who supervises a group of 40 workers, measures work done, and maintains attendance records. Getting accurate work measurement from the Mate is important for correct payment.
My village doesn't have any MGNREGS work going on. Can I demand new work?
Yes — if there is a need for a work like pond digging, road repair, or irrigation channel, you can make a formal demand to the Gram Panchayat. The GP must include your demand in the labour budget/shelf of projects.
