What is Mission Shakti Odisha?

Mission Shakti is Odisha government's flagship women's empowerment programme that covers over 70 lakh women across 6.5 lakh Self Help Groups (SHGs) in Odisha. It is one of the largest women's SHG networks in India, providing:

  • SHG formation and training — how to form groups, maintain accounts, conduct meetings
  • Low-interest microfinance loans through bank linkages
  • Skill development — tailoring, food processing, handicrafts, agriculture
  • Market linkage — Mission Shakti branded products sold at Mahila Bazaar outlets
  • Social security — convergence with pensions, health insurance, and government schemes

Who Can Join?

Any woman in Odisha can join a Mission Shakti SHG if:

  • She is an adult woman (18+ years)
  • She is a resident of the village/ward where the SHG operates
  • She is willing to save a small amount monthly (minimum ₹50/month) and attend meetings

There is no income limit. BPL, APL, all categories are welcome. The SHG must have 10–15 members.


How to Join a Mission Shakti SHG

Step 1 — Find a Local SHG

Ask the ASHA worker, Anganwadi worker, or Block Mission Shakti Coordinator about existing SHGs in your area. Every village in Odisha should have at least one SHG.

Step 2 — Join an Existing SHG or Form a New One

  • Join existing: If a local SHG has a vacancy, fill in the membership form
  • Form new: If no SHG exists, gather 10–15 women and register with the Block Mission Shakti Coordinator

Step 3 — Regular Savings and Meetings

  • Attend weekly or fortnightly meetings
  • Save the agreed monthly amount (minimum ₹50/month)
  • The SHG opens a joint bank account

Step 4 — Access Benefits

After 3–6 months of regular savings and meetings:

  • First SHG loan from the Revolving Fund (up to ₹10,000 interest-free from government)
  • Bank linkage — bank provides larger loans based on savings record
  • Skill training enrollment through Block Resource Centre

SHGs sell a variety of products at Mahila Bazaars and online:

  • Odisha handicrafts (appliqué, sabai grass products)
  • Organic food products (pickles, spices, mushrooms)

Frequently Asked Questions

1. My village has no SHG. How can I start one?

Contact the Block Mission Shakti Coordinator (BMSC) at your Block Development Office. They guide you through forming a group of 10–15 women, registering it, and getting the initial Revolving Fund support.

2. I am from an upper-caste wealthy family. Can I still join an SHG?

Yes. Mission Shakti is open to all women regardless of caste or income. SHGs in Odisha are inclusive. However, BPL women get priority for government convergence benefits like BSKY health insurance.

3. How much loan can I get from my SHG?

Initial SHG loan (from internal savings + Revolving Fund): ₹5,000–₹10,000. Bank-linked loans (after 6 months of good record): ₹25,000–₹2 lakh per member. Larger enterprise loans available to mature SHGs.

4. Do I have to be married to join?

No. Single women, widows, and divorced women are actively encouraged to join Mission Shakti SHGs.

5. Are there any SHGs specifically for disabled women?

Mission Shakti works with all women including those with disabilities. Some blocks have specifically formed SHGs for disabled women — contact the BMSC.
