What Happens When UPI Money Is Deducted but Not Credited?

Sometimes a UPI payment gets debited from your bank account but the receiver never gets the money. This is called a "deemed declined" transaction โ€” where the transaction fails midway but your account is already debited.

As per RBI guidelines, if money is debited from the sender but not credited to the beneficiary, the amount must be auto-refunded within 48 hours (T+1 business day). If the refund doesn't happen automatically, you can escalate it through multiple channels.

Key RBI Rule: Under RBI's circular on "Harmonisation of Turn Around Time (TAT)" dated September 2019, banks must auto-reverse failed UPI transactions within T+1 business day. For delays beyond this, the bank must pay โ‚น100/day as compensation to the customer.

Step 1: Check Your Transaction Status

Before raising a complaint, confirm whether the transaction actually failed or is still pending.

Google Pay (GPay)

  1. Open Google Pay โ†’ tap your profile picture
  2. Go to "Activity" or "See all payment activity"
  3. Find the transaction and tap on it
  4. Check the status:
    • "Completed" โ€” money was sent successfully; check with the receiver
    • "Pending" โ€” transaction is still being processed; wait up to 48 hours
    • "Failed" or "Refund initiated" โ€” refund should arrive within 3-5 business days
  5. Note down the UPI Transaction ID (starts with a number string) and UTR number

PhonePe

  1. Open PhonePe โ†’ go to "History" (clock icon)
  2. Find and tap the transaction
  3. Check the status โ€” look for "Refund Pending" or "Failed"
  4. Tap "Need Help" or "Raise Issue" if the refund is delayed
  5. Copy the Transaction ID and UTR number from the details page

Paytm

  1. Open Paytm โ†’ tap "Balance & History" or "Passbook"
  2. Find the transaction under "UPI" section
  3. Check if the status shows "Failed", "Refund Initiated", or "Success"
  4. If status shows "Success" but receiver didn't get the money, this is a beneficiary bank issue
  5. Note down the Order ID, UPI Ref ID, and Transaction ID

BHIM App

  1. Open BHIM โ†’ go to "Transactions"
  2. Tap on the specific transaction
  3. Check the status and note the UPI Reference Number
  4. Use "Raise Concern" option if available

Step 2: Wait for Auto-Refund (48 Hours)

In most cases, the refund happens automatically:

What to do during this period:

  • Do NOT retry the same payment โ€” you might get double-charged
  • Keep checking your bank SMS/email for refund confirmation
  • Check your bank statement (via net banking or passbook) after 48 hours

Step 3: Raise Complaint in Your UPI App

If the auto-refund doesn't come through after 48 hours:

Google Pay

  1. Open the failed transaction โ†’ tap "Get help"
  2. Select "Payment not received by recipient" or "Money debited, not received"
  3. Follow the prompts and submit the complaint
  4. You'll receive a complaint reference number โ€” save it

PhonePe

  1. Open the transaction โ†’ tap "Need Help"
  2. Select the relevant issue
  3. You can also go to Help โ†’ UPI Transactions โ†’ Payment Issues
  4. Submit and note the ticket number

Paytm

  1. Go to Help & Support โ†’ UPI & Payments
  2. Select "Money deducted, not received by receiver"
  3. Select the transaction and submit
  4. Track the complaint under "My Tickets"

Step 4: Contact Your Bank Directly

If the UPI app doesn't resolve it within 3-5 business days, contact your bank:

  1. Call your bank's customer care โ€” find the number on the back of your debit card or the bank's website
  2. Provide:
    • UPI Transaction Reference ID / UTR Number
    • Date, time, and amount of transaction
    • Sender and receiver UPI IDs
  3. Ask them to raise a chargeback/dispute for the transaction
  4. The bank must acknowledge your complaint within 24 hours and resolve within 30 days (as per RBI guidelines)
  5. Get a complaint reference number from the bank

Step 5: Raise Complaint on NPCI Portal

If neither the app nor the bank resolves your issue, escalate to NPCI (National Payments Corporation of India) โ€” the organization that manages UPI.

  1. Visit NPCI Dispute Redressal
  2. Select "UPI" as the product
  3. Choose the nature of complaint:
    • "Transaction debited but not credited to beneficiary"
  4. Fill in the details:
    • Your bank name
    • UPI Transaction ID / Reference Number
    • Transaction date and amount
    • Mobile number linked to UPI
  5. Upload supporting documents (bank statement showing debit, screenshots)
  6. Submit and note the NPCI complaint reference number

NPCI resolution timeline: NPCI typically resolves complaints within 30 days. They coordinate between your bank and the beneficiary bank.

Step 6: Escalate to RBI Ombudsman (Final Resort)

If your complaint is not resolved within 30 days by the bank/NPCI, or if you're not satisfied with the resolution, escalate to the RBI Ombudsman.

How to File a Complaint with RBI Ombudsman

  1. Visit the RBI Complaint Management System (CMS)
  2. Click "File a Complaint"
  3. Select complaint type: "Deficiency in digital payment services โ€” UPI"
  4. Fill in:
    • Your bank details
    • Transaction details (UTR, reference ID, date, amount)
    • Previous complaint reference numbers (from bank/NPCI)
    • Description of the issue
  5. Upload evidence:
    • Bank statement showing debit
    • Screenshots of failed transaction
    • Previous complaint acknowledgments
  6. Submit โ€” you'll receive a complaint tracking number

RBI Ombudsman Timeline

  • Acknowledgment: Within 1 business day
  • Resolution: Within 30 days of receiving the complaint
  • Compensation: If the bank is found at fault, you may receive:
    • Full refund of the stuck amount
    • โ‚น100/day compensation for each day of delay beyond T+1
    • Additional compensation for mental agony (in some cases, up to โ‚น1 lakh)

  • Screenshot everything โ€” transaction details, bank statements, complaint numbers
  • Keep a timeline of all complaints raised and responses received
