What is Bihar Student Credit Card?

Bihar Student Credit Card (BSCC) is a state government education loan scheme that provides a loan of up to ₹4 lakh to Bihar students for pursuing higher education. Key features:

  • Interest rate: 4% per annum (for male students)
  • Interest rate: 1% per annum for female students, transgender students, and students with disabilities
  • No collateral / security deposit required
  • No third-party guarantor needed
  • Loan processed through Bihar State Education Finance Corporation (BSEFC)

The scheme is part of Bihar's 7 Nishchay (Seven Resolutions) — a comprehensive youth development programme of the Bihar government.

Who is Eligible?

  • Must be a Bihar domicile (resident of Bihar)
  • Age: 25 years or below at the time of application
  • Must be seeking admission to or already enrolled in:
    • Technical courses (engineering, architecture, B.Pharma, MCA etc.)
    • Medical courses (MBBS, BDS, Nursing, Paramedical etc.)
    • Law, Management (MBA, BBA)
    • B.Ed, D.El.Ed (teacher education)
    • General graduation (BA, B.Sc, B.Com) — from Class 12 pass
    • Any other course listed in the approved list
  • Must have passed Class 12 from Bihar (domicile requirement)
  • Institution can be in Bihar or anywhere in India (approved institutions)

Note: Students who have already taken loans from other banks are NOT eligible.

There is a moratorium period (no repayment during study + 1 year after completing course or 6 months after getting employment — whichever is earlier). Repayment then happens over 5 years.

How to Apply — Step by Step

  1. Go to 7nishchay-yuvaupmission.bihar.gov.in
  2. Click "New Applicant Registration"
  3. Register with mobile number → receive OTP → create account
  4. Log in and fill the application:
    • Personal details (name, Aadhaar, address)
    • Educational details (Class 12 details, course seeking admission to)
    • Institution details (institution name, city, course name)
    • Loan requirement (fee structure)
  5. Upload all documents
  6. Submit application → you'll get an application ID
  7. You'll be called for DRCC verification (District Registration and Counselling Centre) in your district
  8. After verification, loan is processed through Bihar State Education Finance Corporation (BSEFC)
  9. Loan amount is disbursed directly to the institution's account (not to the student)

  1. Aadhaar card
  2. Class 10 and 12 marksheets and certificates
  3. Admission letter / fee structure from the institution
  4. Bihar domicile / residence certificate
  5. Income certificate of family
  6. Bank account details (savings account in student's name)
  7. Passport-size photograph
  8. Caste certificate (if applicable)
  9. Disability certificate (if claiming 1% interest)

DRCC (District Registration and Counselling Centre) Verification

After online application, you will be asked to visit the DRCC in your district — Bihar has set up dedicated centres for BSCC processing.

At DRCC:

  • Original document verification
  • Counselling session
  • Loan agreement signing
  • After DRCC approval, loan is forwarded to BSEFC for disbursement

Frequently Asked Questions

Can a Bihar student studying in Delhi / Mumbai apply?

Yes — as long as the institution is approved and you are a Bihar domicile, you can apply for studying in any state.

What if I fail an exam and have to repeat a year?

The loan moratorium covers the full course duration. If you take longer to complete the course due to a repeat, contact BSEFC to extend the moratorium period.

Can the loan be used for living expenses?

Yes — hostel fee, accommodation charges can be included in the loan. Personal living expenses outside the approved categories are not covered.

I am above 25. Am I eligible?

Students above 25 years at the time of application are not eligible for BSCC. Check state or central government scholarship options as alternatives.

What happens if I don't repay?

The loan is a government-backed scheme. Non-repayment affects your credit score (CIBIL) and can lead to legal action. However, if you are unemployed after course completion, you can apply for deferment.
