What is Haryana Disability Pension (Divyang Samman Allowance)?

Haryana Divyang Samman Allowance (Disability Pension) is a monthly pension for persons with 60% or more disability who are permanent residents of Haryana. The current monthly pension is:

  • ₹2,250/month (revised periodically by the government)

The scheme is implemented by the Department of Social Justice and Empowerment, Haryana and payments are made via DBT.

Who is Eligible?

You ARE eligible if:

  • You are a permanent resident of Haryana (minimum 15 years)
  • You have 60% or more disability (certified by a government medical authority)
  • You are 18 years or older

  • You have a Parivar Pehchaan Patra (PPP) — Haryana family ID

How to Apply — Step by Step

Step 1 — Get Disability Certificate

If you don't have a disability certificate:

  1. Visit the nearest Government Hospital / District Hospital
  2. Meet the Medical Superintendent / CMO
  3. Request disability assessment
  4. Medical board assesses and issues certificate with disability percentage

Step 2 — Apply for UDID Card

Apply for your Unique Disability ID (UDID) card at swavlambancard.gov.in — it is the national disability ID and simplifies future applications.

Step 3 — Ensure PPP is Made

Get your Parivar Pehchaan Patra at any Atal Sewa Kendra/CSC — mandatory for Haryana scheme applications.

Step 4 — Apply on Saral Haryana

  1. Go to saralharyana.gov.in
  2. Register / login
  3. Search for "Divyang Samman Allowance" or "Disability Pension"
  4. Fill in the application with PPP ID, Aadhaar, disability certificate details
  5. Upload documents and submit

Step 5 — Apply at Atal Sewa Kendra (Alternative)

Visit the nearest Atal Sewa Kendra/CSC for assisted application. The VLE completes the online application on your behalf.

Step 6 — Verification and Approval

District Social Welfare Officer verifies documents. If the disability certificate is from a government facility and meets the threshold, approval is usually straightforward.

Frequently Asked Questions

1. My disability is 40%. Am I eligible?

No. Haryana Divyang Pension requires 60% or more disability. With 40%, you are not eligible for this pension. Check if you qualify for NHFDC loans or other disability welfare benefits for lower disability percentages.

2. I am 15 years old with 80% disability. Can I apply?

No. Minimum age is 18 years. You can apply once you turn 18.

3. I have a disability certificate from 5 years ago. Is it still valid?

Disability certificates for permanent conditions (congenital, limb loss) are generally valid permanently. For progressive or fluctuating conditions, fresh assessment may be needed. Check with the CMO.

4. My pension was stopped. The portal says "suspended." Why?

Common reasons: PPP data mismatch, Aadhaar-bank link broken, periodic re-verification requirement. Visit the Atal Sewa Kendra to diagnose and resolve.

5. The UDID card shows 55% disability but the hospital certificate says 60%. Which is used?

The certified government hospital disability certificate is the primary document. If there is a discrepancy, get a fresh certificate from the CMO / Medical Board.
